Registration for the 2013 Rutledge Girls Softball season (for girls between the ages of 6 and 12) will take place on:
- Sunday, February 10th from 1:00 to 3:00 P.M.
- Thursday, February 21st from 6:30 to 8:00 P.M.
- Sunday, February 24th from 1:00 to 3:00 P.M.
The registration fee will be $75. Please bring proof of Insurance, a COPY of your birth certificate, and a recent wallet-size photo. Registration will take place at the Rutledge Borough Hall located at the corner of Sylvan Avenue and Unity Terrace in Rutledge.
Diane McGaughey, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

Public Comment: None
Building: Brian Costello reported that the work at 25 President Ave. has been completed, and 17 President Ave. is progressing well.
Communication: Marlaina Kloepfer reported that there will be a Communications Committee Meeting on December 5, 2012. Copies of the Borough newsletter are in the Borough Office.
Finance: Brian Costello reported that $3,000.00 needs to be added to the 2013 Budget for a new heater in the Borough Office. Solicitor Smith reviewed the necessary newspaper advertisements for the 2013 Budget.
Ordinance: Brian Costello had distributed proposed changes to current ordinances to Council. Solicitor Smith stated that the Committee decides what changes are to be considered. When Council is satisfied that it has a working document, a meeting should be held on Committee Meeting night. An ordinance in preliminary form is needed before the public hearing to let the public know what is intended to be passed. Solicitor Smith advised that The Swarthmorean may be used to advertise.
Property/Borough Building: Diane McGaughey reported that touch-up painting will be done in the Borough Building.
MOTION by David Waltz, Second by Brian Costello, to go into Executive Session to discuss police contract negotiations at 8:10 PM. MOTION approved unanimously.
MOTION by Tom Kopp, Second by David Waltz, to end Executive Session at 9:03 PM. MOTION approved unanimously.
Diane McGaughey stated that the police contract was discussed, and $80,881.00 will be used for the police contract for the preliminary 2013 Budget.
MOTION by Brian Costello, Second by Daniel Werner, to go into Executive Session at 9:20 PM to discuss employees’ salaries for 2013. MOTION approved unanimously.
MOTION by Tom Kopp, Second by Daniel Werner, to end Executive Session at 9:31 PM. MOTION approved unanimously.
Discussed salaries and decided: Secretary – $23.67 per hour, Highwayman – $17.33 per hour, Code Enforcement Official – $463.50 per month, Solicitor- $2,400.oo per year retainer.
Public Safety: Diane McGaughey stated that she will call Swarthmore and Morton Boroughs tomorrow to discuss the police contract.
Recreation: Marie Govannicci reported that the sidewalk work at the Triangle Park has been completed. One additional block was replaced at a cost of $150.00.
4th of July Committee: Marie Govannici reported that the tree lighting ceremony will be on Monday, December 3, 2012, at 7:00 PM. The Committee needs help with preparation for the luminaries: folding the bags and filling them with sand. Flyers are available at the Borough Office.
Rutledge Girls’ Club: The Club has donated a tree for the tree lighting. Painting the fence at the Triangle Park will be discussed in March.
Trash: Nothing to report.
Sewer: Nothing to report.
Tree Commission: Nothing to report.
Highway: David Waltz reported that her received quotes for a salt spreader for the Borough truck. A hitch for the truck needs to be purchases, as well. The lowest price was $3,013.90, by Snowex/E.C. Liner, Inc. MOTION by David Waltz, Second by Daniel Werner, to authorize the purchase of a hitch and salt spreader at a cost not to exceed $3,013.90, from Snowex/E.C. Liner, Inc. MOTION approved unanimously.
MMEAC: Diane McGaughey reported that there will be a meeting in January at Rutledge Borough.
Mayor: Kevin Cunningham reported that the street will be closed for the tree lighting on December 3, 2012. Cookies are needed for the celebration.
Solicitor: Solicitor Smith discussed the tobacco-free Triangle Park proclamation/ordinance proposed by Marie Govannicci. Mr. Smith wants to get justification from the Health Officer.
Old Business: Nothing to report.
New: Diane McGaughey reported that there is a Delaware County Association of Boroughs meeting on Tuesday, November 27, at 7:00 PM at the Sharon Hill Borough Building.
Ms. McGaughey stated that she and Marlaina Kloepfer attended a COG meeting. The County Sheriff gava a presentation on homes that have gone up for sheriff sale.
David Waltz questioned line items on the proposed 2013 Budget.
Mr. Waltz stated that $18,000.00 is needed to repair a portion of the street on Rutledge Ave.

Residential trash will not be picked up today, Monday October 29th. Suburban Waste Services will be in the borough on Thursday to pick up your weekly garbage.
Recycling will be picked up on Wednesday, as usual.

Delaware County Council and the county Department of Intercommunity Health alert residents that the first human cases of West Nile virus of 2012 have been confirmed in Delaware County.
Delaware County Senior Medical Advisor Dr. George Avetian said the Pennsylvania Department of Environmental Protection (DEP) confirmed two human cases in Delaware County, both males, as of today, Aug. 13. The cases are now posted as part of the data that is continually updated on the DEP website at www.westnile.state.pa.us.
The two Delaware County cases come just five days after the Department of Health (DoH) reported the first two human WNV cases statewide, in Lancaster and Franklin counties.
Dr. Avetian said the human cases are not unexpected considering that the DEP surveillance program is reporting an unprecedented level of mosquitoes carrying the West Nile virus (WNV) this year. He said the report of human cases in Delaware County serves as a cautionary reminder to all residents to protect themselves from exposure to mosquitoes, which spread West Nile virus.
“The surveillance program in Pennsylvania is showing higher numbers of WNV-infected mosquitoes than any other summer since monitoring began 13 years ago. We don’t want to alarm people, but it’s important to take precautions. Prevention is the best treatment. The risk for WNV infection is highest during August and September, so we are in prime season, and the risk doesn’t end until the first hard frost,” Dr. Avetian said.
The Pennsylvania Department of Environmental Protection (DEP) reported the earliest detection of West Nile-virus carrying mosquitoes in the state since testing began in 2000, likely due to the unseasonably warm temperatures in March which caused the virus cycle to begin earlier this year.
There were no human cases of West Nile virus in Delaware County in 2011. There were six human cases statewide in 2011.
While most people infected do not get sick, a small percentage of those infected will experience a fever, rash, headache, meningitis (inflammation of the tissue surrounding the brain), encephalitis (inflammation of the brain) or even death, according to the Centers for Disease Control and Prevention.
Anyone is at risk, but older adults and people with compromised immune systems have the highest risk of developing severe illness because their bodies have a harder time fighting off disease.
Intercommunity Health is coordinating the mosquito surveillance and control portion of the multi-agency effort in conjunction with DEP and the Delaware County Penn State Cooperative Extension.
Dr. George Avetian emphasizes the best course of action is prevention and education.
West Nile virus information is available on the county website at www.co.delaware.pa.us and at the state’s site at www.westnile.state.pa.us, which posts the latest statistics and cases. Residents can sign up to receive email information regarding West Nile viral activity and spraying at the state site.
Dr. Avetian said there is no specific treatment for WNV. In cases with mild symptoms, people can experience fever and aches that pass on their own, although the illness may last weeks to months even in healthy persons. In more severe cases, people need to go to the hospital where they can get supportive treatment, which may include intravenous fluids and attention to potential complications.
Dr. Avetian said residents can take a few simple steps in their own back yards to reduce their risk of contracting the West Nile virus. Mosquitoes will develop in any puddle that lasts for more than four days. Tips to eliminate standing water include:
- Dispose of tin cans, plastic containers, ceramic pots or similar water-holding containers.
- Pay special attention to discarded tires that may have accumulated on your property.
- Drill holes in the bottom of containers that are left outdoors.
- Clean clogged roof gutters on an annual basis.
- Turn over plastic wading pools, wheelbarrows and birdbaths when not in use.
- Aerate ornamental pools or stock them with fish.
- Clean and chlorinate swimming pools that are not being used.
Because dead birds can be an indicator of increased risk for West Nile virus infections, people are asked to report dead birds by going to the Pennsylvania West Nile Web site at www.westnile.state.pa.us, or by calling Intercommunity Health Coordination at 610-891-5311.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of May, 2012.
Correspondence: Comcast- Effective July, 1, 2012, a digital converter and remote will no longer be included in the Digital Preferred Tier.
Tax Collector’s Report: Thomas Heron reported that $338,000.00 has been collected for 2012 taxes. $107,339.66 was given to the Treasurer tonight.
Public Comment: Diane McGaughey stated that it is the Borough’s 125th Anniversary.
Tom McGarrigle, Chairman, Delaware County Council, and David White, Delaware County Council, congratulated the Borough and presented a Resolution in recognition. Mr. McGarrigle stated that every Community in Delaware County is important, and it is an honor to be here tonight. Mr. McGarrigle commended the Council Members, and stated that Rutledge is a unique and quaint community. David White thanked Council for inviting him to the celebration, and said that the Borough does a great job with the luminaries, and movie night and appreciates the efforts of the residents to keep up the community.
Ralph Moore, PA Association of Boroughs, presented Council presented a plaque/certificate of recognition for the Borough’s 125th Anniversary.

Highway: David Waltz stated hat he spoke with Mr. McGowan from the State regarding the PA Infrastructure Bank loan. We should have an answer in July or August.
Mr. Waltz will get prices for “No Parking” signs.
Recreation: Marie Govannicci reported that the 4th of July Committee will send out flyers for the July 4th celebration. The rain date will be Saturday, July 7. The parade will start at the Community Center and end at the Triangle Park. Ms. Govannicci will get two estimates for wood chips.
Sewer: Daniel Werner resigned as Rutledge’s representative to CDCA. He recommended that Paul F. Mickle, Jr. be appointed.

New Business: Mayor Greg Lebold submitted his resignation, because he is moving out of the Borough.
MOTION by Brian Costello, Second by Dan Werner, to accept, with regret, Mayor Lebold’s letter of resignation. MOTION approved unanimously.
Solicitor Smith stated that the Borough has 30 days to appoint a new Mayor. Diane McGaughey stated that applications will be accepted for the position, and requested a letter of intent and work experience, to be submitted by July 18, 2012. The applications will be discussed at the July 25, 2012 Work Session. Candidates must be registered voters, and Borough residents for at least one year.
Brian Costello presented Greg Lebold with a plaque in recognition and appreciation of 19 years of service to the Community, and thanked Mr. Lebold for his help and guidance, and wished him the best.
Public Comment: Jerry Connolly, Morton-Rutledge Fire Co. President, reported that the Delaware County SPCA will have low cost vaccination and microchipping on the last Tuesday of each month, June, July, and August, from 4:30-6:30 PM at the former Rutledge Fire House in Rutledge.
Gerri Morrison, 24 Sylvan Ave., stated that there is a problem with cats running loose in the Borough. They have been on residents porches and ruined the furniture, and carry diseases. Greg Lebold reported that the State considers cats to be wildlife, and they are allowed to roam free. Marlaina Kloepfer will put information on the website.
Bills for June 4, 2012:
MOTION by Brian Costello, Second by Tom Kopp, to approve payment of the bills for the month from the General Fund in the amount of $11,752.73. MOTION approved unanimously.

Communication: Marlaina Kloepfer reported that the ordinance issue on the Borough website has been resolved, and she is working on emergency contact information.
Finance: Diane McGaughey stated that she is concerned about the authorization of expenditures. Any time a Council member goes to the Engineer or Solicitor, it costs the Borough money. Guy Smith will retire at the end of 2012, and the new Solicitor, most likely, will charge more money. All expenses are to come through the Council President, and presented to Council for approval.
Ordinance: Nothing to report.
Property/Borough Building: Diane McGaughey reported that the Community Center needs a new door on the first floor, Sylvan Ave. side. She is getting prices.
Public Safety: The police contract with Swarthmore ends December 31, 2012, and negotiations for a new contract are taking place.
The President of the Morton-Rutledge Fire Co. is making arrangements to have the fire whistle on top of the Community Center removed.
Recreation: Marie Govannicci spoke with Brian George to get an estimate to replace 4 sidewalk blocks at the Triangle Park. Karl Eilinsfeld replaced the swings as requested by the insurance company. The electrical contractor is waiting for 1 piece to install electricity at the park.
Ms. Govannicci received one quote for wood chips at the park- $2,000.00 for 45 yards, delivered and spread. Ms. Govannicci will get other quotes.
Karl Eilinsfeld will look at the flagpole at the park.
One bench at the park needs to be repaired.
The sign on Swarthmore Ave. needs to be moved to the middle of the block.
4th of July Committee: The committee is preparing for the July 4th activities. The parade route has changed; information will be distributed.
Trash: Daniel Werner has had no complaints. Diane McGaughey stated that trash cans have been put out on Thursday for Monday trash pickups. Trash should go out the night before pickup, after 6:00 PM, and not weigh more than 50 pounds.
Sewer: Daniel Werner reported that Catania Engineering is getting quotes for the high priority sewer repairs, estimated to cost $8,500.00.
Tree Commission: The Tree Committee will meet on 05/23/12. They may plant some flowers at the park.
Highway: David Waltz stated that the PA Infrastructure Bank loan is pending.
Ms. McGaughey has gotten four complaints about a sign that was placed in front of 226 Linden Ave. Ms. McGaughey asked that the sign be placed between properties, and it has not been done.
MMEAC: Diane McGaguhey reported that there will be a meeting on Thursday, May 24, 7:00 PM, at Rutledge Borough.
Solicitor: Nothing to report
Old Business: Diane McGaughey reported that the Borough’s 125th Anniversary will be celebrated at June 4 Council Meeting. Ralph Moore will present a plaque on behalf of the PA State Association of Boroughs. There will be cake, punch and other refreshments, which Marie Govannicci will handle. Residents, the 4th of July Committee and Tree Committee are invited.
Diane McGaughey reported that she and the Solicitor met with representatives from 1 Sylvan Ave., the group home. The main issue is the behavior of one patient in public, and the matter has been turned over to the Solicitor. The neighbors have been instructed to call 911 if they witness questionable behavior.
New: The new Borough Code will be available on July 1, 2012. There will be classes and webinars on the topic.
Daniel Werner reported that the month of September will be cleanup month in the Borough

The Rutledge Borough Council is looking for a current Rutledge resident to serve as our representative to the Central Delaware County Sewer Authority. The Central Delaware County Sewer Authority, CDCA, meets Tuesdays at 5:00 PM except in February and August, and dinner is provided at the meeting. The representative would be asked to report to the Borough Council in either a written report or via email regarding the CDCA meetings. No special qualifications required, just a desire to serve the community and participate in helping residents control inflow and infiltration into the sanitary sewer system, thereby helping reducing the sewer bills. The salary for the CDCA Representative is $400 for a year of service. If interested, please email Borough Council at rutledgesecty@comcast.net.
