APPROVED MINUTES OF THE RUTLEDGE BOROUGH COUNCIL WORK SESSION
April 3, 2017 Meeting

The Pledge of Allegiance was recited and the meeting was called to order at 7:02 pm by Council President Dr. Marlaina Kloepfer.

ROLL CALL:
Present: Brianne Thomas, Jack Shingle, Eric Leggett, Jim Jones, Council President Dave Waltz, Marlaina Kloepfer, Mayor Cunningham. William Neill, Esq.
Absent: Marie Govannicci
No public comment was made.
Mr. Jones was pleased to announce a $212,500 grant that the Council had been working on receiving through the PA Small Waters Program. It was announced today that the grant was awarded on March 12, 2017. He thanked Sen McGarrigle and County Council member Dave White, both of whom helped sponsor the application. There is a proposal in place to video all lines in Rutledge. The videos will show the priorities that we need to address.
Dr. Kloepfer thanked Mr. Jones for the report and the great news.
Ms. Thomas announced that minutes would be going up on the website. She would also be posting about the Easter Egg Hunt.
Mr. Shingle reported on the Public Safety matters.
Finance reported that tax money is coming in heavily at this time with people trying to beat the early discount period before it is over.
Mr. Waltz reported that all street lights have been replaced with the new LEDs. He is hoping to see a couple of thousand dollars savings, but we do not know yet.
Mr. Shingle also reported that Mark Bascelli will be moving some parking signs and installing yellow curb.
Mayor Cunningham read the police report which had matters relating to squirrel trapping, tenant landlord difficulties and scams in the area.

The PennDot Town Hall meeting was mentioned. PA Representative, Leanne Krueger-Braneky would be attending. The Mayor also mentioned that the Honor Flight is coming to his church. They take veterans to Washington for free for the day. He ended with the fact that Coffee with the Mayor would be postponed. The Mayor thanked Representative Leanne Krueger Braneky for her help with the grant as well, but Mr. Jones stated that she was not involved. Dr. Kloepfer thanked everyone who was involved.

April 29 from 10-2 is the Fire Department Fair in Morton.

Tax Collector Tom Heron read his report on collections and stated about 89% of the residents had paid their taxes at this point.

Solicitor’s Report – Discussed the fire pit ordinance and some zoning changes for next month’s meeting. Dr. Kloepfer stated we needed a new solicitor for the zoning board.

Public Comment – Rachel Stenn mentioned the Tree Planting for April 22. Volunteers are needed. 8 trees are being planted in the front yards of homes, not in the Right of Ways.
There was a discussion on bringing the Craft Fair back. We are reaching out to the Fire Department and Girl’s Club. The anticipated date is May 21st from 9 to 3.

Mr. Leggett stated that the planning board had given all of their suggestions to the solicitor for review before next meeting.
