Meeting was called to order and Pledge of Allegiance recited at 7:34 pm.

Roll Call, Present: Jody Roberts, Marie Govannicci, Samantha Newell, Christine Gradel, Mayor Kevin Cunningham, Administrator Barbarann Keffer; absent, excused: Heidi Sentivan, Ken Torres-Zickler, Lindsay Reed, Solicitor Christine Reuther. Jody Roberts, Council Vice President, conducted the meeting.

The order of the meeting changed here to allow Tax Collector Tom Heron (TH) to give his monthly report. TH stated a higher percentage of people are paying the discounted amount for the taxes and fees.

Public Comment: Lynn, from Chambers United, asked Council about the next steps for a possible day care center at the church.

Minutes: motion to pass April 8, 2019 minutes: SN/MG, motion passed unanimously.

Parks: MG got two quotes for 45 yards of playground mulch; Jansen gave the lower quote at $2275 for the cost of materials and installation. Motion to approve Jansen as the approved contractor for the playground work: SN/CG, motion passed unanimously.

MG will alert Jansen and the Girls Club leadership as to Council’s decision.

Public Safety: Per CG, the letter to PECO requesting reimbursement for the damaged street light will do out tomorrow.

Finance: motion to pass the bills list: CG/MG, motion passed unanimously.

Streets: Aqua has repaired the potholes on Swarthmore Avenue.

Sewers: Phase III bid tabulation which was distributed to all members of Council. JR read the letter from Catania Engineering regarding their recommendation that the low bidder Insituform Technologies, LLC, be awarded the contract for the proposal of $354,148.50, including Option 1, which will complete the borough sewer relining. JR thanked Heidi Sentivan and Catania Engineering for their work on the Phase III process.

Motion to approve Jennifer Sincock as Rutledge’s alternate representative to the CDCA (Central Delaware County Sewer Authority): CG/MG, motion passed unanimously.

Mayor’s Report: Chief Stufflet will have Triangle Park patrolled more often as the warm weather arrives. JM (Jen Mickle) will send a schedule of hall rentals to the Chief so that the Borough Hall area will be partolled in a more targeted way.

Old Business: There was an open discussion on the Shade Tree Commission and the Tree Ordinances.
