MINUTES OF THE RUTLEDGE BOROUGH COUNCIL
December 16, 2019 Work Session

Meeting was called to order and Pledge of Allegiance recited at 7:40 pm.
Roll Call: Present: Heidi Sentivan, Jody Roberts, Marie Govannicci, Samantha Newell (excused absence), Christine Gradel, Ken Torres-Zickler, Lindsay Reed, Mayor Kevin Cunningham, Administrator Barbarann Keffer, Solicitor Christine Reuther.
Public Comment: none
Mayor’s Report: KC said there was no police report because of the timing of the meeting which coincided with that of Swarthmore Borough. He described Mike Malinowski’s viewing and funeral service and passed on his sympathies to the Malinowski Family and also the family of Ridley Police Lt. William Henderson who had recently passed away.
KC read the citation for Marie Govannicci from the Pennsylvania House of Representatives, sponsored by Rep. Krueger, for her years of service to the Borough on Council and with the Activities Committee. MG accepted the citation and stated that she is “not leaving, not moving” and that it was a pleasure to work with Council and the Mayor.
Minutes: motion to pass the minutes from the December 9, 2019 meeting with edits including the student speakers (HS/JR); motion passed unanimously.
Council went into executive session at 7:45 pm to discuss personnel matters and returned at 7:59 pm.
Trash & Recycling: none
Communications: KTZ stated there would be 4 newsletters in 2020. There was a discussion on how to best reach apartment residents and the possibility to pay young residents to distribute the newsletters which is now done on a volunteer basis.
Parks: HS is looking for people to join the newly-forming Park Working Group.
Motion to pass Resolution 2019-16 for the appointment of Catania Engineering as the engineer on the DCNR-Triangle Park Improvement Project (HS/MG); motion passed unanimously.
Activities: LR said the first activity of 2020 is Bingo Night on January 17. The Yard Sale (which wasn’t advertised in the 2020 calendar) is September 12th.
Public Safety: HS read aloud Resolution 2019-13, the standards for qualification for the Volunteer Firefighter Tax Credit; motion to pass the resolution (JR/KTZ). Motion passed unanimously.
Motion to pass Resolution 2019-15, completing the requirements to complete the Volunteer Firefighter Tax Credit program (JR/CG); motion passed unanimously, LR abstained.
Finance: Ordinance 2019-5, setting the millage rate and sewer and trash fees for 2020 was read by CR. The millage rate is 6.71; the trash fee is $240.00 per dwelling unit and the sewer fee is $584.62 per dwelling unit. Roll call vote: YES: HS, JR, CG, KTZ, MG, LR; NO: none.
Streets: Joe Maginnis has found someone to assist him with snow removal and to cover his vacation but the paperwork needs to be completed.
Sewer: HS discussed the final paperwork which needs to be completed to close Phase III. Motion to approve the final bill and project totals for Phase III (HS/MG); motion passed unanimously.
Motion to increase the rates as stated above for contracts signed in 2020 (SN/LR); motion passed unanimously.
Planning: The Emergency Response Coordinator will be appointed in January.
Public Comment: none
Old Business: HS wrote a response to Ms. Corson’s class regarding Indigenous People’s Day and said the students will be doing a research project on the indigenous people who once populated this area.
Motion for Rutledge Borough to enter into a 2020 license agreement with Chambers Memorial Church with the same terms for parking availability and snow removal as was in the 2019 license agreement upon receipt of updated certificate of insurance paperwork from both parties (HS/MG); motion passed unanimously.
New Business: MG asked for an update on the proposed day care at Chambers Memorial Church; the update is that the ordinance allowing the use was passed but to date, no plan has been submitted.
Filling the luminary bags will happen this Saturday, 2-5 pm, and Sunday, 2-6 pm inside the garage. The luminaries will be delivered Christmas Eve starting at 10:30 am. Volunteers are always needed for this project.
