RUTLEDGE BOROUGH COUNCIL MINUTES

December 8, 2020

7:30 PM Council Meeting

 

The remote meeting was was called to order with the Pledge of Allegiance at 7.35pm

 

Roll Call Present: Heidi Sentivan, Jody Roberts, Marlaina Kloepfer, Samantha Newell, Christine Gradel, Ken Torres-Zickler, Lindsay Reed, Mayor Kevin Cunningham, Solicitor Christine Reuther, Administrator Jen Mickle. 

 

Public Comment: 

 

Tax Collector:

Mayor’s Report: 

  • thanked everyone who stepped and helped with the tree lighting, we are a great community.
  • Thanked everyone who didn’t show up (because of covid guidelines)
  • Special thanks to Hannah, Jared and Berkley Rose of 101 East Sylvan for helping to light the tree
  • Also SWPD, MRFC and Santa for his special appearance.
  • Val, Sid & Greta for their caroling, thank you
  • Sad news, a long time resident andBob Senior,  passed away this past week. He was the brother of Joe Senior.

 

 Minutes: approval of the minutes of November 16, 2020 council work session HS/KTZ unanimous approval

 

Trash & Recycling: 2019 Grant 1,826.25

  • Received a recycling performance grant for 2019

 

Communications: Year End Newsletter w/ 2021 Calendar

  • Need to get calendar together 
  • It will be a little different because everything going on 
    • 1st & 3rd week  council meetings
    • 2nd week  Planning commission
  • Year end newsletter will be done in 2 weeks
    • Will include update on taxes and committees

 

Parks & Property: 

  • Master Plan RFP Update: due on December 14th; engineering separate
  • RFP is out, Had zoom call with 5 firms
  • Questions were due today
  • Proposals due 12.17.2020
  • We will contract Catania Engineering instead of the firms since we already have a contract with them
  • Goal is to start in the beginning of Feb with 3 community events

 

Activities:  Luminaries Update

  • Pick up will be done at borough hall by residents

 

Public Safety:

 

  • MRFC November 2020 report 

 

  • CG to check with Jack Breslin on how their inability to fundraise will affect their 2021 budget

 

Finance: 

  • Bills list 11.17-12.8.2020 HS/JR unanimous approval
  • Updated assessment: $73,620,340, gross mills to be 3.07
    • Will vote to approve budget at work session in 2 weeks

 

Streets:  

 

Sewers:

 

Building:    get some little projects done while we are down 

 

Planning: Voting on Stormwater and Floodplain Ordinances at next meeting; State review and updates pending this week

  • Working on getting ourselves back into compliance
  • Hope to adopt these at work session
  • Both have been advertised
  • State has made recommendations of changes to be compliant

 

Personnel: detailing highway person’s hours for 2021

  • Schedule will change with season to maximize our budget

  • Need to do tax collector ordinance, $0 position
  • CR says position may just be eliminated
