MINUTES OF THE RUTLEDGE BOROUGH COUNCIL WORK SESSION
February 27, 2017 Meeting

The Pledge of Allegiance was recited and the meeting was called to order at 7pm.

ROLL CALL:
Present: Brianne Thomas, Jack Shingle, Eric Leggett, Marie Govannicci, Dr. Marlaina Kloepfer, Jim Jones, Council President Dave Waltz, Mayor Cunningham
No public comment.
Ms. Govannicci said that Jansen could be advised to start mowing the fields. She is currently looking into matting for under the swing sets. Finally, she added that Mark will begin field cleanup soon anticipating the beginning of the season. Painting the back stop was briefly discussed. The Easter Egg hunt will take place next month.
Mr. Leggett spoke about the Planning Commission and their work on the Accessory Use and Structures ordinance which includes some reworking of the requirements for decks. A brief discussion ensued.
The Shade Tree Commission would like to be officially sanctioned by council. There was a brief discussion involving solar panel permits, fees from the engineer and a request for outlining the responsibilities for Shade Tree and the engineer.
Dr. Kloepfer said that the Planning Commission had a change of Leadership. She felt they were being used as an ordinance committee having done research on parking, U & O issues, rental contracts and dumpsters.
It was noted that the Shade Tree Commission materials were moving forward toward a draft ordinance.
Mr. Jones indicated that sewers will be cleaned and treated with root preventative. This is underway in some areas now.
Communications is reviewing forms.
Mayor Cunningham is trying to pick a date for a resident coffee.
Ms. Bascelli indicated that we has reached over half of the rental numbers from 2016 already and the calls were coming in steadily.
Council President Waltz indicated that the Painters Union has generously agreed to paint the upper hall free of charge. The Carpenters Union will be asked to complete the floors if possible. Ms. Thomas will also get a price for floor sanding in the upper hall.

A parking ticket update was provided. Our ticket numbers are up and new tickets are being prepared. Parking complaints made by residents are being addressed.
Mr. Shingle indicated there is a no parking sign at President and Morton which he suggests should be moved to the other side of the house in order to create a safer traffic pattern. There was also a discussion about other signage such as 2 hour parking. No decisions were made.
There was a brief discussion about the Fire Department’s contract being up as well as one on flat rate sewage charges versus usage billing.
School taxes were mentioned and a possible 3% increase and how that affects residents.
Mr. Jones made a motion to adjourn at 7:55/Ms. Thomas seconded
