MINUTES OF THE RUTLEDGE BOROUGH COUNCIL WORK SESSION
March 27, 2017 Meeting

The Pledge of Allegiance was recited and the meeting was called to order at 7:00 pm by Council President Dr. Kloepfer.

ROLL CALL:
Present: Brianne Thomas, Jack Shingle, Eric Leggett, Marie Govannicci, Council President Marlaina Kloepfer, Mayor Cunningham. William Neill. Esq. was also in attendance.
Absent: Dave Waltz, Jim Jones
No public comment was made.
Parks – Ms. Govannicci reported that the Girl’s Club is beginning practice. The park is mulched and the basketball court is awaiting the arrival of metal nets. General cleaning and new plantings were discussed briefly.
Communications – It was reported that Communications will be transitioning to Brianna Thomas.
Motion to Approve the Minutes of Dec. 29, 2016 January 12, 2017 and February 6, 2017. Dr. Kloepfer/Ms. Thomas.
Shade Tree Commission met and worked on the ordinance that establishes their existence and duties. The new officers for the Shade Tree Commission were announced with Rachel Stenn as the President K. Haskins and H. Thomas are Vice Presidents and S. Hill Treasurer.

Mark Bascelli was thanked for work on the streets after the recent snow. A discussion of what can we do to improve moving of cars to allow plowing took place.
Patching of roadways is going to start shortly when the weather warms. Lines are being painted on Linden and a handicapped spot will be removed on Unity.
Mayor Cunningham discussed the Memorial Day events which will be May 28th at noon. The Mayor will organize. The Mayor also stated he will host a Coffee with the Mayor event on April 8 and a Penn Dot Town Hall meeting will be held on Thursday from 6 to 7.
It was noted that a deer was put down after it was hit by a car in the borough.
Dr. Kloepfer stated she went to a COG meeting which discussed snow routes.
Public Comment – Stephen Yavor discussed painting house numbers for his Eagle Scout Project. Mayor Cunningham will take him to see the Chief to discuss proper procedure and materials.
The Fire Pit ordinance was discussed in detail, including information on screen use, burning of leaves, advertisement of the ordinances, etc.
The Parking ordinance was also discussed in detail. The secretary notified council that new tickets are coming for the police.
There is a Tree Commission clean up at Triangle Park. Also mentioned was a meeting of the Rutledge Horticultural Society.
The Deck and accessory structure ordinance was discussed. Mr. Neill let everyone know that the proposed ordinance from Ms. Sentivan was shown to the engineer and he made some additional suggestions and changes. A discussion ensued on human habitation in an accessory structure, what square footage requires permits for decking and potential conflicts with the UCC. Garage midpoints for the purpose of roof pitches were discussed and 20 ft to the midpoint was selected as the recommendation. Ms. Sentivan discussed gravel driveways and how they fit in to the new calculations of impervious spaces.
Dr. Kloepfer discussed her need to order banners for the craft fair and yard sales.

The need to follow up on grants for Ms. Govannicci was mentioned.
