MINUTES OF THE RUTLEDGE BOROUGH COUNCIL
May 1, 2017 Meeting

The Pledge of Allegiance was recited and the meeting was called to order at 7:00 pm

ROLL CALL:
Present: Brianne Thomas, Eric Leggit, Jack Shingle, Marie Govannicci, Jim Jones, Council President Dave Waltz, Mayor Cunningham.
Absent: Dr. Marlaina Kloepfer (participated by phone)
No public comment was made.
The Delaware County 2016 Hazardous Mitigation Plan was presented for adoption. The plan was developed and accepted by Delaware County however, they are asking each municipality to approve the plan as well.
Motion to Approve the 2017 Hazardous Mitigation Plan Brianne Thomas/Jim Jones AIF
The tax collector report was presented. Motion to Approve Jack Shingle/Jim Jones AIF
Mayor Cunningham announced the Memorial Day Ceremony that will be held Sunday May 28, 2017 at noon. The light on the flag has been repaired. The police report was read.
Mr. Shingle read the Public Safety Report which included information about the community event held by the Rutledge/Morton Fire Company. There was everything from puppies to fire-fighting demonstrations, free food and a lot of great volunteers. Mr. Shingle read the fire company’s report.
The Fire Company is going to paint the backstop as a volunteer effort to improve the look of the playground at Triangle Park. We need to buy the paint and supplies to paint. The anticipated date is May 13, 2107.
Ms. Giovannicci discussed Triangle Park as well. She stated how much painting the backstop would be appreciated. The Shade Tree planting was very successful. The plant swap is coming next week. The Activities Committee will meet Monday regarding July 4th activities.
Mr. Jones discussed the Trash and Sewer projects. There was a problem with Trash Pickup. They do not pick up mattresses without covers on them due to concerns regarding bed bugs. The residents were notified. Plans for Triangle Park were requested from Catania Engineers.

There is an 8” open line at the rain garden which needs a new cap.
Council President Waltz discussed his desire to see the remainder of Swarthmore Avenue paved. It was also mentioned that Higgins will be finished installing the lights by the end of the month.
Dr. Kloeffer mentioned that Communications will meet next month.

Ordinance #2017 – 477 An Ordinance to permit and provide regulations for Recreational Fire (Fire Pits) Motion To Approve Eric Leggitt/Jack Shingle AIF
Ordinance #2017 – 478 An Ordinance setting forth penalties, fines and sanctions for parking violations. Motion To Approve Eric Leggitt/Jack Shingle AIF
Ordinance #2017 0 479 An Ordinance setting forth the definition of impervious coverage or surface. Motion Too Approve Eric Leggitt/Jack Shingle AIF
Ordinance #2017 – 480 An Ordinance setting forth the square foot regulations for decks, etc. Motion To Approve Eric Leggitt/Jack Shingle AIF
Ordinance #2017 – 481 An Ordinance to modify the area and bulk requirements for a single family detached dwelling. Motion To Approve Eric Leggitt/Jack Shingle AIF
Dr. Kloeffer discussed the Shade Tree Ordinances for future consideration. The ordinances establish and determine the work that they do. She was looking for feedback and explained that Shade Tree had existed for quite a while but was not formally organized. The matter will be discussed at the next work session.
There was a brief discussion of where we will advertise and the reason for changing from the Delaware County Times. Council President Waltz discussed the greater expense and the savings of tax dollars by using The Spirit which will soon have a box locally.
