Rutledge Borough Council Meeting- July 11, 2016

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: David Waltz, Marie Govannicci, Kimberly Brown, Jim Jones, John Shingle

Also present: Officer William Thomas, Michael F. Culp, Esq.

Not Present: Marlaina Kloepfer, Kevin Cunningham

Public Comment: None.

Minutes: MOTION by Marie Govannicci, Second by Jim Jones, to approve the minutes as submitted for the Council Meeting of June 6, 2016. MOTION approved unanimously.

MOTION by Marie Govannicci, Second by Jim Jones, to approve the minutes as submitted for the Work Session of June 27, 2016. MOTION approved unanimously.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of June 2016. MOTION by Marie Govannicci, Second by John Shingle, to approve the June Treasurer’s Report as submitted. MOTION approved unanimously.

Correspondence:

1) Marlaina Kloepfer will not be able to attend the Council Meeting tonight

2) Mayor Cunningham will not be able to attend the Council Meeting tonight

3) Swarthmore Borough- proposed police contract for 2017-2021

4) Tom Kopp- Submitted his resignation as Council Member

5) Delaware County Council-Brochure of medicine drop locations

Tax Collector’s Report: Thomas Heron read his report for June. $405,401.66 has been collected as of 07/06/2016. There are 12 unpaid parcels – approximately $20,000.00, and 10 unpaid sewers that are outside of the Borough – $5,573.20. Council President Waltz asked Mr. Heron to provide a list of the unpaid sewer bills.

Code Enforcement: Gennifer Guiliano read the reports for May and June.

Mayor’s Report: John Shingle read the Police Report for June 2016. There were 15 Parking Tickets, 4 Traffic Tickets, and 2 traffic warnings.

Public Safety: John Shingle read the Fire Co. report for June. There were:

2 Training Sessions Time in service 4H 0M    21H Manpower

3 Details Time in service 10 H   38H Manpower

Planning Commission: Kim Brown reported that the Commission is meeting tonight. It will be tony Collins’ first meeting as a member.

Building/Permits: Nothing to report.

Finance: Nothing to report.

Property/Building Maintenance: Nothing to report.

Rutledge Activities Committee: Marie Govannicci reported that the July 4th festivities were a success, and thanked Council Members for their help. Ms. Govannicci thanked David Waltz for his generous donation of $500.00. There were very few volunteers. The next meetings are on July 11 and October 10.

Ms. Govannicci reported that she and Marlaina Kloepfer are working on the yard sale.

Rutledge Girls’ Club : The ballfield is in good shape. The Girls’ Club won the championship.

Communication: Nothing to report.

Trash:  Jim Jones reported that the trash contract expires at the end of the year. A memo was sent to Suburban Waste Services regarding various issues about which the Borough had received complaints.

Sewer: Jim Jones reported that sinkholes have reappeared in the area of 32 President Ave. General Sewer Service videoed the area, and there appears to be a leaky private lateral. Mr. Jones received the information today, and will review the information.

Shade Tree Commission: Marie Govannicci reported that there will be a meeting on June 16, 2016.

Streets: David Waltz reported that the highwayman has been patching potholes. Mr. Waltz stated that Council approved the purchase of a new truck. The next day, price was lowered from $57,000.00 to $55,571.00.

Solicitor’s Report: Nothing to report.

Old Business: Kim Brown distributed the latest draft of the proposed parking ordinance. Discussed placement of the permit. Officer Thomas suggested that stickers be used, and placed in a uniform place, the rear window, for example, so it will be visible at night. If the permits are placed on the dashboard, they might not be seen in those cars that have tinted windows. Kim Brown will incorporate the comments received, and have a new draft distributed. Ms. Brown would like all comments by Friday, July 15, 2016, so that the ordinance can be approved for advertising at the next Work Session.

Jim Jones stated that he has had a lot of comments about the condition of the property at 7 Rutledge Ave. There is a court date of Thursday, July 14, 2015.

Kim Brown reported that she has $229.00 for the Activities Committee from T-shirt sales. The shirts sold out. She is working on getting long-sleeved shirts and hoodies.

Ms. Brown is working with Rachel Sten on a Borough logo.

Ms. Brown is waiting for comments from th Fire Chief regarding the proposed fire pit ordinance.

New Business: None.

Bills for June 6, 2016: 

MOTION by Marie Govannicci, Second by Jim Jones, to approve payment of the bills for the month from the General Fund in the amount of $17,695.33.  MOTION approved unanimously.

MOTION by Marie Govannicci, Second by Jim Jones, to approve payment of the bills for the month from the Gas Fund in the amount of $1,046.01. MOTION approved unanimously.

MOTION by Marie Govannicci, Second by Jim Jones, to approve payment of the bills for the month from the Sewer Fund in the amount of $39,56200. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:10 PM.
