Rutledge Borough Council Meeting, May 7, 2007

Greg Lebold, Council President, opened the scheduled Borough Council Meeting at 7:33 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: Greg Lebold, Kurt Morrison, Diane McGaughey, Tom Kopp, Mark King, and Jack Borsch.

Also present: G. Guy Smith, Esq., Police Chief Brian Craig

MOTION by Mark King, Second by Kurt Morrison, to approve the minutes as submitted for the Council Meeting of April 2, 2007 and Work Session of April 23, 2007. MOTION approved unanimously.

Public Comment: None

Tax Collector’s Report: Leonard Michael reported that $8,746.91 was collected in April 2007.

Treasurer’s Report – Gennifer Guiliano distributed the Cash Flow report for the month of April, 2007.

Code Enforcement/Building Inspector Reports Harry Mirra read his report for the month of April, 2007:

Mr. Mirra reminded residents to cut their grass and trees that have branches hanging over the sidewalk. Residents who are not compliant will receive a written notice, and then a citation.

Greg Lebold reported that Council has received complaints about maintenance of accessory structures, such as garages and sheds, in need of repair or replacement.

Mayor’s Report Diane McGaughey read the police report for April, 2007. There were: 9 Parking tickets, 7 motor vehicle citations, 5 motor vehicle warnings.

Greg Lebold, on behalf of the Mayor, proclaimed May 14-18, 2007 as National Bike to Work Week.

Committee Reports:

Ordinance/ Trash

Mark King reported that twice weekly trash collection has begun, and reminded residents to remove cans from the curb by the end of the day.

Building – Nothing to report

Sewer Jack Borsch reported that two bids were received for sewer main repair work:

JMC Contractors, Glen Mills, PA $29,000.00

A. J. Jurich, Inc., Aston, PA $34,970.00

The Borough Engineer suggested that the bids be rejected. MOTION by Jack Borsch, Second by Diane McGaughey, to reject the two bids received for sanitary sewer work. MOTION approved unanimously.

Mr. Borsch completed the count of residences going into Rutledge’s sewer mains for the metering project, and the information has been forwarded to the Borough Engineer.

Recreation – Kurt Morrison reported that the girls’ softball team has submitted its schedule, and he spoke with the coach about not hitting the balls into the fence. Mr. Morrison looked into wood chips for the playground – $1,300 for 50 cubic yards – delivery and spreading.

MOTION by Kurt Morrison Second by Mark King, to authorize the purchase of 50 cubic yards of wood chips for the playground at a cost of $1,300. MOTION approved unanimously.

Public Safety – Tom Kopp read the Rutledge Fire Company’s April 2007 Report. There were: 12 fire calls with time in service of 4 hours and 11 minutes, and 5 drills with time in service of 12 hours and 6 minutes. There was one local alarm in the 200 block of Sylvan Ave.

Safety Note: Warm weather brings outdoor activities, including yard work. Remember to keep all flammable liquids labeled and in proper safety containers. Store all hazardous materials away from your home in a protected area.

Mr. Kopp reported that 44% of resident contributed the Fire Co.’s Fund Drive in 2006. 35 of those residents donated $100 or more.

The Fire Co. completed hazardous materials training classes. The Tri-Boro Task Force will meet on Thursday, May 10, 2007 at DCIU, Rm. 103.

Finance – Nothing to report.

Highway – Diane McGaughey stated that Council look at the condition of the intersections, and the Borough may have sufficient funds to resurface the corners, going back 15 feet. Ms. McGaughey also suggested calling the School Board to change the pattern of the school buses.

Solicitor – G. Guy Smith submitted a proposed resolution for access to public records that sets a procedure in place. MOTON by Jack Borsch, Second by Diane McGaughey, to advertise for adoption of a resolution setting forth Borough policy dealing with requests for public records pursuant to the Pennsylvania Right To Know Law. MOTION approved unanimously.

Council will also have a resolution for approval at the next meeting for the Multi-Municipal Comprehensive Plan.

Old Business: Mark King stated that the cell tower/T-Mobile case is proceeding to court. The latest T-Mobile coverage listed on its website says that Rutledge has full coverage.

Diane McGaughey reported that the soil testing for the Stormwater Management Project at the Triangle Park has been completed, and a report is expected from Catania Engineering.

New Business: Verizon representatives met with Greg Lebold, Diane McGaughey, and Ed McGaughey regarding the installation of cable in the area. Alex Rawn, Verizon representative, stated that Verizon expects to be ready to go by the end of 2007, or the beginning of 2008. The old wire system will be replaced with fiber optics, and anyone with Verizon telephone service will be switched to fiber optics.

Public Comment:

Paul Mecouch, 34 Linden Ave., stated that two residents, Mrs. Dawson ,and Mrs. Crawford, have lived in the Borough for 48 years, and are attending the Borough Council Meeting for the first time.

Caroline Crawford, 4 Rutledge Ave., thanked Harry Mirra for coming to her house to inspect her yard. Ms. Crawford stated that she bought a special container for newspaper recycling, but the newspapers were not picked up. Ms. Crawford asked that Council members not put their hands up to their mouths when speaking, so that older members in the audience can clearly hear what is being said

Bills for May 07, 2007:

MOTION by Jack Borsch, Second by Diane McGaughey, to approve payment of the bills for the month from the General Fund in the amount of $18,641.00. MOTION approved unanimously.

MOTION by Jack Borsch, Second by Diane McGaughey, to approve payment of the bills for the month from the Gas Fund in the amount of $1,800.78. MOTION approved unanimously.

MOTION by Thomas Ash, Second by Jack Borsch, to approve payment of the bills for the month from the Sewer Fund in the amount of $525.00. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:02 PM.
