Rutledge Borough Council Meeting- October 3, 2016

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, by appointing Deborah Yohannan as Temporary Secretary until Gennifer Guiliano, Borough Secretary, returns. MOTION by Jim Jones, Second by Marie Govannicci to approve appointment of Deborah Yohannan as Temporary Secretary. MOTION approved unanimously.

The meeting was held in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: Brianne Thomas, Eric Leggett, John Shingle, Marie Govannicci, Marlaina Kloepfer, James Jones, David Waltz

Also present: Police Chief Brian Craig, Mayor Kevin Cunningham, Michael F. Culp, Esq., Dean Kemp, Fire Chief, Kim Brown, Patricia Eilinsfeld

 

Public Comment: Patricia Eilinsfeld, 223 Linden Ave. stated that the storm drains are not being cleaned as often as they had been previously. Dave Waltz stated that the drains will be cleaned before winter. Of note, drains are not backing up at this time. Pat also stated that at the corner of Swarthmore Ave. and Waverly Terr., there are approximately five “weed trees” and weeds growing around the Triangle Park sign, which she felt were unwelcoming to Rutledge. Also, the fire truck at the playground lost a wheel in May 2016 and it has not been replaced.  Pat stated that we should pay more attention to Triangle Park; that is, fix the playground equipment and correct the landscaping issues.

Treasurer’s Report: No report

 

Tax Collector’s Report: Tax collections through September 30, 2016: $405,412.66

 

Code Enforcement: No report; however, Charles Catania is marking the sidewalks and will furnish a list upon completion.

 

Mayor’s Report: Mayor Kevin Cunningham read the police report for September 2016. There were 30 parking tickets,               .  Kevin hopes to host an October “Coffee with the Mayor.”

 

Public Safety: Dean Kemp, Fire Chief reported that the Fire Company responded to 26 incidents; expended 58 hours 31 minutes. Budget meeting slated for Oct 11.

 

Planning Commission: No report; Marlaina Kloepfer reported that the group will meet next week.

 

Building/Permits: Nothing to report

 

Finance:  Nothing to report

 

Property/Building Maintenance: The loft in the Borough shed is completed and tools/equipment are moved in. The new truck needs to have the lights moved for placement of the salt spreader. The beer taps in the bar have been cleaned out.

 

Rutledge Activities Committee: Marie Govannicci stated that she will address the issues noted by Pat Eilinsfeld, i.e., the missing fire truck wheel from the playground and the “weed trees” around the Borough sign, which will be weed-whacked/removed.  Repairs and painting of and the backstop will cost ~ $500.

 

Shade Tree Commission: Work Session approved use of the new [Borough] truck for transporting the trees to specified properties around Rutledge.  Also, there is a planned leaf collection to be dumped at the Compost for recycling.  The group is also looking into Christmas tree recycling.

 

Rutledge Girls’ Club: Fall ball, fields look good.

 

Activities Committee: Block party, 200 block of Sylvan Ave. on October 8, 2016, 1 PM – 8 PM, with a movie starting at 8 PM.

 

Communications: Marlaina Kloepfer added two email addresses for two new members. Next meeting in November.

 

Sewer:  Jim Jones reported that he is working on the grant meeting ($500,000) in Charles Catania’s office next Monday (10/8). Approval is due November 2016.  Regarding the property at 32 President Ave., relining (sewer) pipes upstream, 10’-15’ of main.

Loan closing is set for October 24 for $125,000, interest floating at 1.47%, 10-year fixed. $25,000 committed to streetlights, $100,000 committed to

 

Old Business:

Trash: Current contract up in January 2017. Solid Waste Services bid $415,980 for a 5-year contract. Creative Waste Solution bid $240,475 for a 5-year contract. MOTION by Jim Jones, Second by Brianne Thomas to accept the bid from Creative Waste Solution of $240,475 for a 5-year contract. MOTION approved unanimously.

 

New Business: Marlaina Kloepfer put forth the new logo designed by Rachel Sten. Dave Waltz discussed the differences between the logos: the old logo which is a map of our streets (small town look) and the proposed logo, Borough Hall, with and without a surrounding botanical design. Council members reviewed the new logo designs and chose B2 (see Attachment) and proposed a vote between the old logo and the proposed new logo. Rachel Sten will be paid $90 for her logo artwork.  MOTION by Dave Waltz to select the old logo-map of the streets-inside an outer rim with the surrounding botanical design.

In favor: 4; Opposed 2. MOTION by Dave Waltz, Second by        to approve map of our streets inside an outer rim with the surrounding botanical design as the new Rutledge logo.

 

It was decided to keep the current color scheme of blue with gold lettering for matching the current Rutledge Borough signage. Dave Waltz stated that the lettering on the new truck will be reflective. MOTION by Marie Govannicci, Second by                , that the lettering on the new truck be royal blue and gold.

 

It was reported that Gennifer Guiliano was released from the hospital to Prospect Park for recovery and rehabilitation.

Marie Govannicci stated that Mark, the Highway man is working more than 20 hrs./week currently, and is doing a great job. Also reported was that the work on the Borough garage should be completed by the end of October with a cost of $3,800.00.

Dave Waltz asked the Council members to take a hard look at their Committee budgets, as year-end is coming up.  Budgets are due by November 30, 2016.

New Borough Office hours: 6 PM – 8 PM (while Gennifer is out).

 

MOTION by Marie Govannicci, Second by Kevin Cunningham to adjourn the meeting. MOTION approved unanimously. Meeting was adjourned at      PM.
