Rutledge Borough Work Session-November 28, 2016

Roll Call –

Present:  Marie Giovannicci, John Shingle, Eric Leggett, Brianne Thomas, Jim Jones, Marlaina Kloepfer, Council President Dave Waltz, Mayor Kevin Cunningham, Michael Culp, Esq. and Acting Borough Manager DawnMarie Bascelli.

Absent: None

The meeting opened with the Pledge of Allegiance.

Mayor Cunningham offered best wishes for Borough Secretary Gennifer Guiliano’s health as she recovers from surgery.

Planning Commission Update: Mr. Leggett briefly discussed the fire pit ordinance and the various revisions.  A draft will be typed and prepared to advertise. Changes included size (3 x3 3 instead of 6 x 6), height of the fire, etc.

Issues of impervious surfaces, garages and decks were also discussed.  There will be a complete review in January.

There were also some questions about permit and engineering fees. No dumpsters should be in the street without a permit. There was discussion whether solar panels required a unique ordinance.

Ms. Giovannicci discussed the successful dance at Borough Hall. 22 couples attended.  There was no cost to the borough. Another dance is scheduled for Dec. 17.  Thanks were offered to Alex Sapstein who ran the dance.  He did a great job.

The proposed landscaping ideas for the front of borough hall were distributed to all of council.  Discount bulbs were acquired.  Veterans flags will be added, roses will be transplanted to a better location to be determined. There will be slow growing greenery between the windows. Rachel (last name?) will continue to work on this.

Tree lighting is on December 5th. The Mayor and his assistants will decorate on Sunday.

Mr. Jones discussed trash pickup and some minor collection issues. Rutledge’s grant application results will be announced at the end of January.

Ms. Kloepfer indicated that Communications sent out information about the new parking ordinance.  She wants to send the permit applications for resident parking door to door.

Public Works will paint over a resident’s handicapped parking spot at the request of family, as the recipient of the spot has passed away.

Council President Waltz discussed a digital tape recorder for minutes.  The revision of parking fines was also discussed.  It was suggested that Swarthmore’s tickets be reviewed. Carbonized forms should be ordered and permit parking violations should be added to the list of violations.

Prices and samples of carpet for the offices will be made available.

Motion to approve a final payoff to the fire company in the amount of $22,828.13 plus an additional amount of $7000 for apparatus. E. Leggett/J. Jones Roll call – All in favor.

Motion to introduce the budget for 2017 and advertise for the opportunity of public review: M. Giovannicci/J. Jones. There was a brief discussion to clarify the process of advertising versus approval. All in favor.

There was a brief discussion about whether the home sold on President Street had permits for the work being done.  The code officer will be asked to check.
