Rutledge Borough Council Meeting, June 4, 2012

M. Diane McGaughey, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: M. Diane McGaughey, Marie Govannicci , Marlaina Kloepfer, Tom Kopp, Daniel Werner, Brian Costello and David Waltz.

Also present: Mayor Gregory C. Lebold, G. Guy Smith, Esq., Police Chief Brian Craig

Minutes:  MOTION by Brian Costello, Second by Marie Govannicci, to approve the minutes as submitted for the Council Meeting of May 7, 2012. MOTION approved unanimously.

MOTION by Brian Costello, Second by David Waltz, to approve the minutes as submitted for the Work Session of May 21, 2012.  MOTION approved unanimously.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of May, 2012.

Correspondence:  Comcast- Effective July, 1, 2012, a digital converter and remote will no longer be included in the Digital Preferred Tier.

Tax Collector’s Report: Thomas Heron reported that $338,000.00 has been collected for 2012 taxes. $107,339.66 was given to the Treasurer tonight.

Public Comment: Diane McGaughey stated that it is the Borough’s 125th Anniversary.

Tom McGarrigle, Chairman, Delaware County Council, and David White, Delaware County Council, congratulated the Borough and presented a Resolution in recognition. Mr. McGarrigle stated that every Community in Delaware County is important, and it is an honor to be here tonight. Mr. McGarrigle commended the Council Members, and stated that Rutledge is a unique and quaint community. David White thanked Council for inviting him to the celebration, and said that the Borough does a great job with the luminaries, and movie night and appreciates the efforts of the residents to keep up the community.

Ralph Moore, PA Association of Boroughs, presented Council presented a plaque/certificate of recognition for the Borough’s 125th Anniversary.

Refreshments were served.

Mayor’s Report: Mayor Greg Lebold read the Police report for May 2012. There were:

12 Parking Tickets       4 Motor Vehicle Citations        5 Motor Vehicle Warnings

2 unlocked vehicles were opened and items stolen.

Mayor Lebold thanked the Police for their diligence.

4th of July:

Rutledge Girls’ Club– Nothing to report.

Communication: Marlaina Kloepfer stated that she worked on a resident emergency information form, and presented it to Council for review.

Ordinance: Nothing to report.

Trash: Daniel Werner has submitted a final educational brochure on sewer and recycling to the Solicitor for review.

Building: Nothing to report.

Highway: David Waltz stated hat he spoke with Mr. McGowan from the State regarding the PA Infrastructure Bank loan. We should have an answer in July or August.

Mr. Waltz will get prices for “No Parking” signs.

Recreation: Marie Govannicci reported that the 4th of July Committee will send out flyers for the July 4th celebration. The rain date will be Saturday, July 7. The parade will start at the Community Center and end at the Triangle Park. Ms. Govannicci will get two estimates for wood chips.

Sewer: Daniel Werner resigned as Rutledge’s representative to CDCA. He recommended that Paul F. Mickle, Jr. be appointed.

MOTION by Daniel Werner, Second by David Waltz, to appoint Paul F. Mickle, Jr. as Rutledge Borough’s representative to CDCA, to complete the term vacated by Daniel Werner. MOTION approved unanimously.

Shade Tree Commission: The Tree Committee will provide flowers for the flagpole at the Triangle Park.

Public Safety:  Tom Kopp reported the activities for the Morton-Rutledge Fire Co. for May.

Morton Borough donated its old generator to the Fire Co.

There will be a fire drill at 1 E. Sylvan Ave.- date to be determined

Finance: Brian Costello reported that the Treasurer is working on the April 2012 Income and Expense Report.

Property/Borough Building: Nothing to report.

Solicitor’s Report: Solicitor Smith thanked the Secretary for the work she does behind the scenes.

Old Business: Nothing to report.

New Business: Mayor Greg Lebold submitted his resignation, because he is moving out of the Borough.

MOTION by Brian Costello, Second by Dan Werner, to accept, with regret, Mayor Lebold’s letter of resignation. MOTION approved unanimously.

Solicitor Smith stated that the Borough has 30 days to appoint a new Mayor. Diane McGaughey stated that applications will be accepted for the position, and requested a letter of intent and work experience, to be submitted by July 18, 2012. The applications will be discussed at the July 25, 2012 Work Session. Candidates must be registered voters, and Borough residents for at least one year.

Brian Costello presented Greg Lebold with a plaque in recognition and appreciation of 19 years of service to the Community, and thanked Mr. Lebold for his help and guidance, and wished him the best.

Public Comment: Jerry Connolly, Morton-Rutledge Fire Co. President, reported that the Delaware County SPCA will have low cost vaccination and microchipping on the last Tuesday of each month, June, July, and August, from 4:30-6:30 PM at the former Rutledge Fire House in Rutledge.

Gerri Morrison, 24 Sylvan Ave., stated that there is a problem with cats running loose in the Borough. They have been on residents porches and ruined the furniture, and carry diseases. Greg Lebold reported that the State considers cats to be wildlife, and they are allowed to roam free. Marlaina Kloepfer will put information on the website.

Bills for June 4, 2012:

MOTION by Brian Costello, Second by Tom Kopp, to approve payment of the bills for the month from the General Fund in the amount of $11,752.73. MOTION approved unanimously.

MOTION by Brian Costello, Second by Marie Govannicci, to approve payment of the bills for the month from the Gas Fund in the amount of $1,512.38. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:38 PM.
