Borough Council Meeting: January 7, 2013

M. Diane McGaughey, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: M. Diane McGaughey, Daniel Werner, Marlaina Kloepfer, Tom Kopp, Marie Govannicci, Brian Costello and David Waltz.

Also present: Mayor Kevin Cunningham, G. Guy Smith, Esq., Police Chief Brian Craig, Robert Hunt., Jr., Esq.

Minutes:  MOTION by Brian Costello, Second by David Waltz, to approve the minutes as submitted for the Council Meeting of December 10, 2012. MOTION approved unanimously.

MOTION by Brian Costello, Second by David Waltz, to approve the minutes as submitted for the Work Session of December 17, 2012.  MOTION approved unanimously.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of December, 2012.

Correspondence:  None

Tax Collector’s Report: Thomas Heron reported that 6 parcels remain unpaid as of December 2012-       $11, 226.26. Three of those have been late three years in a row. Unpaid Per Capita Tax- $148.50, unpaid Sewer- $3,591.30, three deposits in transit totaling $7,111.46. The 2013 tax bills have been ordered.

Public Comment: Bill Todd, 200 Waverly Terrace, stated that the floor in his parents’ garage has collapsed, and they would like to get a PODS unit. Mr. Todd was referred to Harry Mirra.

Mayor’s Report: Mayor Kevin Cunningham read the Police report for December. There were:

21 Parking Tickets       1 Warning        6 Motor Vehicle Citations

12/1- Disorderly group at Triangle Park

12/12- Unit Block Linden Ave.- contents of unlocked car stolen

Mayor Cunningham stated that he has contacted the Rose Valley Manager to get information regarding the Emergency Alert System.

Mayor Cunningham reported that the Silvertones Band is having a fundraiser at Swarthmore College on Saturday night at 7:00 PM.

Code Enforcement Report: Harry Mirra read his report for December 2012:

Took pictures of 7 Rutledge Ave.  A follow-up hearing has been scheduled for February 14, 2013.

Zoning Permits:

1 Completed- Sidewalk

4th of July: The luminaries worked out nicely. There will be a meeting on January 14, 2013, 8:00 PM.

Rutledge Girls’ Club– Kevin Cunningham will step down as President. Dates for registration will be determined soon.

Communication: Marlaina Kloepfer reported that the calendar on the website has been updated, and she will post the trash and recycling holiday schedule when it is received. There will be a Communications Committee Meeting on January 10, 2013 at 7:30 PM.

Ordinance: Brian Costello stated that the Committee will discuss proposed revisions at the next Committee Meeting. He needs guidance on how to modify PDF files.

Trash:  Daniel Werner stated that he noticed a lot of Christmas trees in the trash, and will look at other options for tree disposal.

Building: Nothing to report.

Recreation: Marie Govannicci reported that there were no luminaries at the Triangle Park because of expenses and cleanup. The neighborhood looked nice. The cost was $760.00 instead of $1,000.00- 2,000 bags were used instead of 3,000. Ms. Govannicci thanked Karl Eilisnfeld for his efforts at cleanup after the luminaries.

Sewer: Daniel Werner reported that he received a call about a sewer backup in the 100 block of Swarthmore Ave., and referred it to the Borough Office.

Shade Tree Commission: Nothing to report.

Public Safety: Tom Kopp read the Fire Company report for December:

18 Alarms  7 hours  35 minutes

2   Drills     3 hours  30 Minutes

The rebuild of Santa’s sleigh took 101 man hours.

Mr. Kopp will have the annual report in February.

Santa’s ride on Christmas Eve was a success. Fire Company members visited Mr. Pete Black’s house for a reception- the 58th year that the Black family has entertained the Fire Company members.

The fund drive is winding down, and donations are $5,000.00 less than 2011.

Finance: Nothing to report

Property/Borough Building: Nothing to report.

Streets:  David Waltz stated that there is a timetable for road repairs. Solicitor Smith stated that the Borough has to meet the terms and conditions for the PA Infrastructure Loan. Mr. Waltz reported that PennDOT has a snow shoveling tips for driveways publication, and asked Ms. Kloepfer to post it on the Borough website.

Solicitor’s Report: Nothing to report.

Old Business: None

New Business: The Delaware County Association of Boroughs will have a meeting on January 31, 2013, at Sharon Hill Borough.

Tom Kopp reported that the certificate of Fire Marshall expires on February 22, 2013, and a Fire Marshall will need to be appointed.

David Waltz reported that a representative from Joe Hackett’s office will attend Borough Council meetings occasionally. Council President Diane McGaughey stated that a letter should be sent to Mr. Hackett informing him of the meeting dates.

Mayor Cunningham spoke with a Rose Valley representative regarding an emergency alert system. Global Alert System costs $500.00 per year.

Public Comment: None.

Bills for January 7, 2013:

MOTION by Brian Costello, Second by Tom Kopp, to approve payment of the bills for the month from the General Fund in the amount of $18,971.64. MOTION approved unanimously.

MOTION by Brian Costello, Second by David Waltz, to approve payment of the bills for the month from the Gas Fund in the amount of $2,837.85. David Waltz stated that the bill for E.C. Liner was for $2,963.59. MOTION amended to approve a total of $3,357.85 in Gas Fund expenditures. MOTION  approved unanimously.

MOTION by Brian Costello, Second by David Waltz, to approve payment of the bills for the month from the Sewer Fund in the amount of $2,252.50. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:14 PM.
