Borough Work Session: January 22, 2013

Diane McGaughey, Council President, opened the scheduled Work Session Meeting at 7:35 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: Diane McGaughey, Daniel Werner, Marie Govannicci, Brian Costello, David Waltz

Also present: Mayor Kevin Cunningham, Solicitor Guy Smith, Robert Hunt, Esq.

Not Present: Tom Kopp, Marlaina Kloepfer

Building: Nothing to report.

Communication: Nothing to report.

Finance: Nothing to report.

Ordinance: The final revision of the accessory use structure and deck ordinances were submitted for Council and Solicitor approval. The parking ordinance needs to be reviewed. Solicitor Smith stated that the landscaping truck parked on Unity Terrace should be ticketed daily.

Property/Borough Building: A wall on the stage collapsed and is in the process of being repaired.

Public Safety: Nothing to report.

Recreation: The Recreation Committee will work with the Tree Commission to obtain a grant.

Rutledge Girls’ Club: Nothing to report.

Trash: Nothing to report.

Sewer: Nothing to report.

Tree Commission: Nothing to report.

Highway: David Waltz reported that the Borough truck needed a new fuel pump- cost: $700.00. The Borough has enough salt for one snowstorm.

MMEAC: Nothing to report.

Mayor: Mayor Kevin Cunningham reported that he has discussed an emergency alert system- Global Connect- with Rose Valley Borough. There will be a Talent Night at the Community Center on February 23, 2013. The lights have gone off on the flagpole.

Solicitor: Solicitor Smith reported on the PA Infrastructure Bank loan for road repairs. A notice describing the Borough’s intent to borrow money for road repair and vote on an ordinance to do so must be advertised once before the ordinance is voted upon. A second notice must be advertised when the ordinance has been approved by Council. A certification is needed, also.

MOTION by David Waltz, Second by Brian Costello, to authorize the Secretary to advertise a proposed ordinance and the Borough’s intent to borrow money from the PA Infrastructure Bank for road repairs in the amount of $125,000.00. MOTION approved unanimously.

Old Business: Nothing to report.

New:  Discussed reviewing the parking ordinance.

Public: James Fizzano, 134 E. Sylvan Ave., stated that he has a garage that is in disrepair, He cannot tear it down and replace it in the same location because it will be in violation of the current ordinance. Council advised him that he can repair 75% of the garage.

Since there was no further business, the meeting was adjourned at 9:00 PM.
