David Waltz, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
After the salute to the flag, the following Council Members answered roll call: David Waltz, Tom Kopp, James Jones, Marie Govannicci, Daniel Werner
Also present: Mayor Kevin Cunningham, Robert Hunt, Jr., Esq.
Not Present: Diane McGaughey, Marlaina Kloepfer
Building- Daniel Werner reported that Anne Travis, 132 E. Sylvan Ave. applied to have an addition put on her house. It was declined because it did not comply with the building coverage requirement.
MOTION by Daniel Werner, Second by James Jones, to turn down the application for a building permit to put an addition on the existing house at 132 E. Sylvan Ave. because the building coverage would be 23%, which is over the 20% building coverage allowed by the Borough’s Ordinance. Council will allow Ms. Travis to apply for a Zoning Hearing for a variance by submitting the plans she provided with the building permit, and not require her to obtain sealed architectural plans. If the variance is awarded, Ms. Travis must provide sealed architectural plans at that time. MOTION approved unanimously.
Public Safety – Tom Kopp reported that the Morton-Rutledge Fire Co. will have two fundraisers. There will be a Bar-B-Q in the AmVets parking lot on May 15, 2014, and a yard sale at the Fire House Parking lot on Saturday, May 17, 2014. The cost is $25.00 per space. Mr. Kopp reported that the Public Safety Day went well.
Recreation – Marie Govannicci reported that the new ride/toy at the Triangle Park is on order. There is a tree on the corner of the ballfield, outside of the fence that will affect the fence and the ballfield, and will block the police’s vision. The trees that were planted on the basketball court fence are dying.
The 4th of July Committee is preparing for the July festivities.
Streets – David Waltz reported that he has not heard anything on the Swarthmore Ave. repairs.
Sewer –James Jones reported that he will consult with Catania Engineering on the flow meter loaners, and he would like to compare readings with the current meter that measures Ridley Twp. and Rutledge Borough flows.
Communications – No report
Mayor’s Report – Mayor Kevin Cunningham reported that he will prepare a proclamation in honor of Ginger Pugh. Mayor Cunningham and Harry Mirra are planning a Memorial Day celebration.
Solicitor’s Report – Solicitor Robert Hunt reported on the Rutledge Girls’ Club 501.c status. The Club does not have the exemption. Mr. Hunt said that he and Paul Garrity, CPA would work on it on a volunteer basis, if the Club wants 501.C status. The cost is between $800 & $1,500.00, and is needed for corporate donations.
Old Business– Trina Coppick, 17 Sylvan Ave., sent a letter to the Morton-Rutledge Fire Co. stating that she has no problems with the cheerleading practice at the former Rutledge Fire Co. building. The noise from the Community Center rentals on the weekends is noisier.
The ordinance regarding the Fire Co. and renting out the building needs to be addressed to allow the cheerleading practice, and expanding the definition of what the Fire Co. can do needs to be looked at. The Planning Commission will review it.
New Business – Gennifer Guiliano stated that Diane McGaughey would like the Chase Credit Card that is in her name cancelled because her accounts have been compromised. Ms. Guiliano received permission to get a Sunoco Credit Card to be used for gas for the Borough truck.
The owner of 132 Linden Ave. complained that PECO Energy cracked his sidewalk block when they were replacing the gas line. Dave Waltz will contact PECO.
PA One Calls were received stating that PECO would be doing street restoration on Linden Ave.
Diane McGaughey asked that a proposal she received to have the 2nd floor of the Community Center stripped and waxed be reviewed by Council for approval. MOTION by Marie Govannicci, Second by James Jones, to approve the price quote received in the amount of $500.00 from A & A Cleaning to have the 2nd floor Community Center floors stripped and 2 coats of wax applied. MOTION approved unanimously.
Discussed compiling a welcome packet for new residents.
Catania Engineering looked at the garage at 417 Morton Ave. and recommended that it be taken down because of structural issues. MOTION by Marie Govannicci, Second by Tom Kopp, to notify the homeowners of 417 Morton Ave. that the garage needs to be taken down within 30 days, or a citation will be issued. MOTION approved unanimously.
