Rutledge Borough Work Session, December 17, 2007

Greg Lebold, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

The following Council Members answered roll call: Tom Kopp, Greg Lebold, Thomas Ash, Mark King, Diane McGaughey, Kurt Morrison, Jack Borsch

Also Present: Ed McGaughey, Borough Manager

Discussed sewer lateral from 17 Rutledge Ave. that goes through the property at 414 Unity Terrace. Relocation was never required when the subdivision was approved. The contractor broke it when doing work at 414 Unity, and was temporarily repaired. The Borough is responsible for it – there is no easement on record. Catania obtained three proposals to correct the lateral:

A.J. Jurich $9,900.00

JMC Contractors $9,400.00

Ridley Excavating $3,500.00

MOTION by Kurt Morrison Second by Mark King, to award the contract for relocation of the sewer lateral of 17 Rutledge Ave. to the low bidder, Ridley Excavating, at a cost of $3,500.00. MOTON approved with a majority vote. Diane McGaughey abstained from voting.

Discussed CDCA draft agreement to accept Newtown, Upper Providence, and Edgmont Twps. as members. Solicitor will review for discussion at next Work Session.

Discussed video taping of Council Meetings. Comcast will no longer record meetings after the January 7, 2008 meeting. Received a proposal from Warren Thomas- $3,300-3,600 per year. Will put out a survey to residents to see how many want it.

Reorganization Meeting is on Monday, January 7, 2008.

Jack Borsch discussed a meeting he attended at DELCORA regarding inflow and infiltration. Looking at laws for inspecting residents laterals that connect to the Borough’s mains. A lot are old and made of terracotta and have tree roots and water getting into the system.

Discussed plan for firehouse’s drain spouts. Put off until the spring. The Fire Co. will receive a State grant for the work, but the amount is not known yet.

Four locations in the Borough need sewer work to correct inflow and infiltration. Can’t get a camera through two sections. Jack Borsch will talk to Catania about rebidding the work.

Jack Borsch attend a meeting in Springfield regarding the planting of trees. Free trees are available and the Borough can get a contractor to plant them, or have a committee of residents do it. Mr. Borsch will get legal information from Guy Smith.

Discussed having contracted services for snow removal.

Discussed leaves in the streets.

Discussed Zoning Hearing Board Solicitor. Council does not have the right to remove the Solicitor.

Discussed procedures for the Building Committee.

Discussed the TMobile cell tower – the meter panel was relocated. TMobile had changed the location without submitting revised plans. They decided to stay with the original plan rather than submit revised plans for review.

Discussed looking at the zoning ordinance for cell towers. It is the responsibility of the Zoning Hearing Board.
