The Organization Meeting of Rutledge Borough Council was called to order by Council President Gregory C. Lebold on January 7, 2008 at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA .
Mayor C. Scott Shields called for all newly elected Borough Officials to present their election certificates.
Mayor C. Scott Shields administered the Oath of Office to newly elected Council Members: M. Diane McGaughey, Kurt Morrison, and Jack Borsch.
Mayor C. Scott Shields administered the Oath of Office to elected Auditor, Catherine Myers, for a six-year term.
Council President – Mayor C. Scott Shields called for nomination of Borough Council President. MOTION by Jack Borsch, Second by Diane McGaughey, to nominate Greg Lebold as Council President. No other nominations were received. Nominations were closed. MOTION to nominate Greg Lebold President of Rutledge Borough Council approved unanimously.
The meeting was turned over to Greg Lebold, Council President. President Lebold noted that Council was organized. All Council members accepted their seats on Borough Council.
Vice President – Greg Lebold called for nomination of Borough Council Vice President. MOTION by Kurt Morrison, Second by Thomas Ash, to nominate Diane McGaughey as Council Vice President. No other nominations were received. Nominations were closed. MOTION to nominate Diane McGaughey as Vice President Rutledge Borough Council approved unanimously.
Reorganization of Borough Council
Appointments –
Borough Secretary – MOTION by Jack Borsch, Second by Diane McGaughey, to nominate Gennifer Guiliano for appointment of Borough Secretary. No other nominations were received. Nominations were closed. MOTION to appoint Gennifer Guiliano as Rutledge Borough Secretary approved unanimously.
Treasurer – MOTION by Jack Borsch, Second by Diane McGaughey, to nominate Gennifer Guiliano for appointment of Treasurer. No other nominations were received. Nominations were closed. MOTION to appoint Gennifer Guiliano as Rutledge Borough Treasurer approved unanimously.
Solicitor – MOTION by Diane McGaughey, Second by Jack Borsch, to nominate G. Guy Smith, Esq. as Borough Solicitor. No other nominations were received. Nominations were closed. MOTION to appoint G. Guy Smith, Esq. as Borough Solicitor approved unanimously.
Borough Engineer – MOTION by Jack Borsch, Second by Kurt Morrison, to nominate Catania Engineering Associates, Inc. as Borough Engineer. No other nominations were received. Nominations were closed. MOTION to appoint Catania Engineering Associates, Inc. as Borough Engineer approved unanimously.
UCC Building Inspector – Appointment postponed until Council completes interviews.
Code Enforcement Officer – MOTION by Mark King, Second by Diane McGaughey, to appoint Harry T. Mirra as Code Enforcement Officer. No other nominations were received. Nominations were closed. MOTION to appoint Harry T. Mirra as Code Enforcement Officer approved unanimously.
Health Inspector – MOTION by Diane McGaughey, Second by Jack Borsch , to nominate Pamela Z. Poe, PhD., for appointment as Borough Health Officer.No other nominations were received. Nominations were closed. MOTION to appoint Pamela Z. Poe, PhD, as Borough Health Officer approved with a unanimous vote.
Fire Marshall – MOTION by Tom Kopp, Second by Thomas Ash, to nominate Jack Borsch for appointment as Fire Marshall. No other nominations were received. Nominations were closed. MOTION to appoint Jack Borsch as Fire Marshall approved unanimously.
Zoning – MOTION by Jack Borsch , Second by Diane McGaughey, to nominate Dennis Meyers for appointment as Zoning Hearing Board Chairman. No other nominations were received. Nominations were closed. MOTION to appoint Dennis Meyers as Zoning Hearing Board Chairman approved unanimously.
Depositories – MOTION by Diane McGaughey, Second by Kurt Morrison, to designate PLGIT Investment Trust and Commerce Bank as Bank Depositories for the Borough of Rutledge funds. MOTION approved unanimously.
Liaison Member to 4th of July Committee – MOTION by Diane McGaughey, Second by Thomas Ash, to appoint Kurt Morrison as liaison member to the 4th of July Committee. MOTION approved unanimously.
President Greg Lebold announced that the 2007 Committee Appointments would be maintained for 2008.
