MINUTES OF THE RUTLEDGE BOROUGH COUNCIL
February 5, 2018 Meeting

The Pledge of Allegiance was recited and the meeting was called to order at 7pm.
ROLL CALL:
Present: Council President Heidi Sentivan, Councilman Roberts, Councilwoman Gradel, Councilwoman Newell, Councilwoman Govannicci, Councilman Torres-Zickler, Councilwoman Reed and Mayor Cunningham. Also present was Solicitor Christine Reuther, Esq.
Absent: None
Public Comment –
Jack Borsch – He suggested obtaining new microphones being as the Borough is live streaming on Facebook.
TRASH – No Report
SEWER – Phase 1 approved with 90 days to complete. There is no start date for Phase II. Residents may see workmen around town and on private property at times. Next grant application is due in February and Council President Sentivan is working on letters of support.
COMMUNICATIONS – A meeting is scheduled for this Thursday at 7:30. Planning the first newsletter and more.
PARKS – The Activities Committee meets on 3/12 Girls Club has registration 2/8 and 3/1 online. The Beef and Beer is 3/16.
Leaves were cleaned up at the park by Mark along with a few of his contacts who volunteered to help with some equipment and manpower Rutledge doesn’t have.
A brief discussion about donated services to the Borough receiving tax letters took place. Boy Scouts, churches, council members, etc. can qualify.
PUBLIC SAFETY – Lindsay Reed read the Fire report.
PLANNING & ORDINANCE – Councilman Roberts explained that the Planning Board was attempting to reorganize and define their terms which have become unclear over the years. Therefore, while setting up new members they have proposed that existing members Jen Mickle and Tony Collins be given new terms as well.
Motion to appoint existing Planning Board Members to the following terms:
Jen Mickle 2 years ending December 31, 2019
Tony Collins 4 years ending December 31, 2021

It was noted that the council is grateful for having amazing people in town who wish to volunteer.
Motion to approve disbursements: HS/KTZ AIF
Streets – Pot holes discussed. Many have been filled but more need to be addressed as weather warms.
Mayor’s Report – The Souper Bowl of Caring was a success. Snow Jam is scheduled tentatively for March 10, 2018 and the Girls Club Fundraiser is tentatively scheduled for March 16, 2018.
The Mayor read the Police Report with issues noted such as noise, missing persons, etc.
Mayor Cunningham read a Proclamation saluting the Eagles.
The impact of the scoreboard was discussed. Various aspects were reviewed. Discussion of maps and sizes, colors, etc. The flagpole and light were also mentioned as both will be installed in Triangle Park.
Tax Collector’s Report – Delivered by Tom Heron. Tax bonds, tax bills and listing of apartment dwellers were reported. The tax collector put in bills for supplies and tax claim costs.
OLD BUSINESS
Shade Tree Ordinance discussion continued with request to advertise creation.

Public Comment
Discussion of circulars and litter, and what can be done from a municipality standpoint. Also discussed were new residents lists and how to obtain names. Lawyer suggested transfer tax list.
