MINUTES OF THE RUTLEDGE BOROUGH COUNCIL
February 26, 2018 Meeting

The Pledge of Allegiance was recited and the meeting was called to order at 7pm.

ROLL CALL:
Present: Council President Heidi Sentivan, Councilman Roberts, Councilwoman Gradel, Councilwoman Newell, Councilwoman Govannicci, Councilman Torres-Zickler, Councilwoman Reed and Mayor Cunningham.
Absent: Solicitor Christine Reuther, Esq.
SCOREBOARD INFORMATION –

Councilman Roberts provided a recap of the Planning Commission meeting. There was a discussion of renderings, logistical issues, looks, etc. The planning meeting serves as a listening session for residents.

Margie Corcoran of the Girls Club presented specifications and the design for the proposed scoreboard. She provided a question and answer sheet for residents. The questions were reviewed and the color of the scoreboard face was discussed. There was also a flagpole discussion, being as they both were to be installed at the same time.

Questions from residents ranged from How it was controlled to the ages of the teams playing. The sign is wifi controlled and there are 4 teams using the field this season. The discussion continues with whether any player had ever hit the ball that far, concerns about damage, running into it, fencing, etc.

It was noted that Ridley had purchased a smaller scoreboard and regrets it. Signage and advertisements were discussed as were concerns regarding how long signage should stay after a donation.

Insurance was noted to be handled by the Borough of Rutledge and the sign itself should not cause much of a fluctuation in cost, if any.

The sign will cost approximately $5000 plus installation costs which also requires professional electrical installations. Permits would be required but Borough would absorb any permitting costs.

A Beef and Beer will be held on March 16, 2018 to offset the installation expenses.

It was noted that the Planning Board will vote to see if any stipulations need to be added to the installation requirements. The matter will then come back to council who will vote again to approve the design as the original installation was already approved last year.

It was noted that any donations to the Beef and Beer are tax deductible as long as contributions are made out to the Borough of Rutledge.

Councilwoman Govannicci stated that the fire department is going to help out by taking down the old flagpole.

Jack Breslin, Fire Department Chief spoke about the fund drive for the department and the need for support.

TRASH – No report

SEWER – Phase 1 cleanout and preparation happened. The contractor will be back in a couple of weeks for Phase II.

Another Small Waters Grant is due on the 28th and letters of support are being prepared. We pay 15% of any grant award.

BUILDING COMMITTEE – No Report except for a note to get fire extinguishers inspected and tested.

COMMUNICATIONS – A newsletter is being prepared. Councilwoman Govannicci asked if her Easter Flyer can be included with the finished product. Councilman Torres-Zickler agreed. He asked for any last minute additions.

Councilwoman Gradel asked if she and others should be contacted if calls are unable to be answered in the office at times. A discussion ensured and everyone agreed it was more efficient to leave a message than have messages go through several hands.

PARKS – Benches for Triangle Park ordered and arriving Thursday. Infield mix will be provided for the fields when weather allows. Discussions about base plugs (Margie will mark them with flags) and where to leave dirt piles were exchanged. Councilwoman Govannicci will make the necessary instructions known.

The Easter Egg Hunt will be at 1pm on April 1. She also noted a grant opportunity from DCNR for $60,000 which is due in April. A curb cut for the park should be investigated. Some thought there was already one there. Moving trashcans after softball season was over also came up. It was agreed to do so.

STREETS – Potholes were still a concern but the weather inhibits the ability to fill them now.

MAYORS REPORT – Snow Jam suggested date is April 15th. The Girls Club fundraiser is March 16th and Senior Breakfast is April 13th.
