Meeting was called to order and Pledge of Allegiance recited at 7:04 pm. A moment of silence was observed for former Council Member Brian Costello.
Roll Call, present: Council President Heidi Sentivan, Vice-President Jody Roberts, Ken Torres-Zickler, Samantha Newell, Lindsay Reed, Christine Gradel, Mayor Kevin Cunningham, Solicitor Christine Reuther, Administrator Barbarann Keffer; absent: Marie Govannicci
Public Comment: Marlaina Kloepfer, 14 Linden Avenue, spoke about Brian Costello.
Minutes: August 6 minutes approved unanimously (SN/LR)
Trash & Recycling: KT-Z mentioned the collection schedule shifted because of the Labor Day holiday. CR stated that the Borough is still waiting for the complete contract with B&L Disposal and suggested an executive session after receipt of the contract.
Communications: the next Committee meeting is September 20 which is when the Fall Newsletter should be ready. KT-Z is accepting submissions for the Newsletter by the end of the weekend and needs something on Oktoberfest, 420 construction update and the sewer project.
Parks & Activities: There was discussion about hosting a Borough Spring Yard Sale and also about scheduling a rain date going forward. It was decided to have a rain date of September 22nd per resident interest. The Oktoberfest Committee will be meeting this Wednesday, September 12, and every two weeks leading up to the event. HS created a flyer for the event which has been hand-delivered throughout the Borough; there was discussion concerning on-line ticket payments and how to better publicize the event.
Public Safety: The Fire Company report was read aloud by LR. The MRFC has handed in a preliminary 2019 budget.
Finance: Motion to ratify the January through July bills lists (KT-Z/CG); motion passed unanimously. Motion to pass the August bills list (CG/SR); motion passed unanimously.
Streets: SN stated that the PENNDOT Morton/Swarthmore intersection project to widen turning lanes has been cancelled, this was originally slated for the 2021 construction year.
Sewers: Catania is waiting for the final Invoices for Phase I and II from the contractors in order to close out the project. The Grant for Phase III is in the queue in Harrisburg.
Building: Motion to approve the Hall use-agreement with the Girl Scouts (SN/JR); motion passed unanimously. Painting of the upstairs hall should start soon.
Mayor: The Mayor read the SPD report; he also mentioned the approaching hurricane.
Tax Collector: Tom Heron read the Tax Collector report.

New Business: HS highlighted the procedure and necessity of 911 non-emergency calls spurred by a resident’s written complaint about loud people at the basketball courts.
