October 28, 2019 Work Session

Meeting was called to order and Pledge of Allegiance recited at 7:31 pm.

Roll Call: Present: Heidi Sentivan, Jody Roberts, Marie Govannicci, Samantha Newell, Christine Gradel ), Ken Torres-Zickler, Lindsay Reed, Mayor Kevin Cunningham, Administrator Barbarann Keffer, Solicitor Christine Reuther.

Public Comment: Nathanial Nichols, from Swarthmore Akido Club, gave a brief overview of the club which is looking for space to hold its classes twice a week because its long-time location will shortly be unavailable. Council members received an information packet about the club.

Jen Mickle discussed the possibility that a Mommy-and-Me fitness instructor would like to possibly rent the hall for a weekly evening class.

Mayor’s Report: KC remarked on the sad news about the Strath Haven student. He read the police report. He thanked Sgt. Thomas for his work at the Oktoberfest. On Halloween, candy will be handed out beginning at 6:30 pm.

Captain Stufflet discussed updating the Borough’s Emergency Operations Plan. There was a larger discussion on official roles of the Fire Marshall and Emergency Manager, of the borough acquiring an AED. Stufflet also said that SPD officers would be giving out candy on Halloween. He also said that ENRAD (Electronic Non-Radar Device) system was being used in Swarthmore to monitor speeding..

Minutes: motion to pass the minutes from the October 14, 2019 meeting (HS/SN); motion passed unanimously.

Parks: The borough received the $5000 Delco Greenways grant.

Activities: LR gave a recap of the Oktoberfest event: $2100 was netted; she thanked the breweries which donated the variety of beers.

The Activities Committee will hammer out the 2020 event schedule at their next meeting.

Public Safety: Jack Breslin, president of MRFC, asked for help from borough council to promote the annual fund drive. He thanked the borough for their support of the Horseshoe Tournament. He presented a preliminary budget, mentioned Santa Clause would be coming through Rutledge on Christmas Eve and also discussed the Volunteer Tax Credit program.

Finance: JR briefly discussed the upcoming budget schedule. Motion to pass the bills list (SN/LR); motion passed unanimously.
Sewers: HS discussed the PA One-Call obligations that the borough have and the preliminary costs to have Catania take responsibility for it. Phase III of the sewer project is not yet closed out.

Planning Commission: JR continued the discussion of the borough’s Emergency Response Plan as well as the Safe Routes grant program on which Rutledge is coordinating with Morton.

Jen Mickle announced that there will be a training session on Emergency Management on November 22 at the 911 Call Center for elected and appointed officials.

New Business: CG announced that the Shade Tree Commission will have a community tree planting on November 16, meeting at Borough Hall at 10 am.
