MINUTES OF THE RUTLEDGE BOROUGH COUNCIL
February 3, 2020 Council Meeting

Meeting was called to order and the Pledge of Allegiance recited at 7:32 pm.
Roll Call, Present: Heidi Sentivan, Jody Roberts, Marlaina Kloepfer, Samantha Newell, Christine Gradel (excused absence), Ken Torres-Zickler, Lindsay Reed, Mayor Kevin Cunningham, Administrator Barbarann Keffer, Solicitor Christine Reuther.
Public Comment: Girl Scout Troop 5789 gave a presentation on the storm drain medallion project they want to do in Rutledge. The girls already mapped out the storm drains (15) and secured grant funding for the cost of the medallions. They plan to install them in early March.
Motion to approve the medallion installation program (HS/KTZ); passed unanimously.
Tax Collector: no report. Tax and fee bills have gone out.
Minutes: motion to pass the January 21workshop meeting minutes (HS/JR); passed unanimously.
Finance: Approval of the bills list from January 22-February 3, (JR/KTZ); passed unanimously.
Motion to approve $75 for petty cash (JR/SN); passed unanimously.
Parks: HS stated that the borough was awarded $5000 from PECO and $5000 from Delaware County both of which require a match. The RFP will be out by the end of February.
Motion to approve $10,000 from the capital reserve account required for the PECO and Delaware County Grants, (JR/HS); passed unanimously.
The bids for the DCNR grant work will be opened on Thursday, February 13 at 10 am in Borough Hall.
Streets: SN talked about Spring 2020 resurfacing projects.
Sewer: The check from the CFA ($322,000) arrived today from the PA Small Water and Sewer grant program.
Motion to approve payments to Insituform, Damon Engineers and Catania Engineering after the CFA check clears (which will likely be prior to the next Council meeting), (HS/LR).
Catania Engineering is officially Rutledge’s agent for sewer mapping and the PA One-Call system.
Building: MK and JR talked about fire code issues in the building that need to be resolved by February 20 for the borough’s liability coverage.
Jen Mickle is requesting quotes for the wood floor buffing upstairs. This is recommended to be done every year to maintain the floor.
There was a discussion about Friday evening hall rentals and that the current time frame of ending at 10 pm is limiting renters. This will be considered as part of a larger ongoing review of hall rentals.
Planning: There are two open slots on the Planning Board. The first 2020 Planning Commission meeting is next week.
Vote to appoint Jen Mickle and Danielle Koerner to the Planning Commission for 4-year terms, (HS/SN); motion passed unanimously.
Mayor’s Report: The Souper Bowl of Caring went well collecting over 4400 items; KC publicly thanked the people of Chambers Memorial Church, HS, JR, Jen Mickle and all the people who volunteered to box and organize the donations.
The Snow Jam is February 22.
Public Comment: Lynn from Chambers Memorial thanked all the volunteers who donated items and their time to pack up the food; the amount collected topped 2019 levels.
Public Safety: Jack Breslin from the MRFC read the highlights of the 2019 annual report. He talked about the Malinowski bracelet fundraiser for the Malinowski family. He will leave a basket of them at Borough Hall. The cost is $5/piece and the family will get all of the proceeds.
New Business: The borough is looking for an alternate-solicitor to fill in when CR is unable to make a meeting or has a conflict with County related items. CR recommended that the Borough consider someone who has litigation experience. Borough to write up position description and post to website.
There was a discussion about the County Borough of Associations and Rutledge’s membership in it.
Activities: This Chili Cook-Off is Saturday, February 8, and the Talent Show is March 28.
Communications: Distribution of the newsletter can begin this weekend.
