Public Comment:  

204 (?) Linden Ave, multiple sidewalks in the neighborhood. Grasses are too long and code violations are not being enforced, porch at the end of sylvan in disrepair.

Maisie from Rutledge Avenue; looking for part time work in Borough Office this summer. Shared info with Personnel committee

Andrew Marquis 124 Sylvan Avenue; documents and updates regarding Historic Rutledge proposal by residents—additional details around format, questions to address, project ideas, and even what neighboring boroughs have instituted.

Tax Collector’s Report: 

              As of 5/29/2025, Real Estate has 9,408.20 uncollected at face of 271K billed. Trash has 5,589.98 uncollected at face of 152K billed. Sewer has 8,456.28 uncollected at face of 204K billed.

Mayor’s Report

  • Rutledge and Vision Zero Delco, with Cathy Spahr
  •  An approach to limiting traffic fatalities and severe injuries crashes.
  • While Rutledge itself is 49th in crashes, Rutledge is in District #2, along with Morton, Springfield, Swarthmore, Ridley, Tinicum, etc., which ranks 3rd overall for districts and reduces the walkability of our borough. DVRPC Network does identify Morton Ave as one of the corridors of concern.

Action:  Approve Meeting Minutes for 2025.05.05 (postponed) & 2025.05.19

              Motion to approve 5/19/2025 Heidi, Sean second. All in favor, excepting Vaughn abstain.

Activities: 

  • Information Sharing:  
  • Memorial Day recap: Thank you to Sue Hunt and Kevin Cunningham for their ceremony.
  • Activities Meeting:  4th of July Prep
  • Seeking volunteers for support day of, Vaughn will run the Parade this year, planning to hold event in the park in available areas. Event is rain or shine.

Parks & Property:

  • Information Sharing: Update on Triangle Park
  • Construction is moving along; slight delay due to clogged drains. On track for completion by end of June even with rain delays.

Personnel

Public Safety:  

  • Discussion: Review of Draft Resolution regarding multi-municipal EMS services
  • Solicitor Ewald shares drafts of cost sharing and resolution for shared EMS costs. Rutledge would cost share about 5% of the total, estimated at around 16K per year. There is both potential for cost recoupment as well as changes to costs based on experience with capacity.
  • Nether Providence is coordinating another event on Tuesday, June 10th to discuss additional models for EMS services, the presenting group will be Lancaster. ‘

Sewer

Action:

  • Vote to Approve Catania Engineering to complete dye test assessment of 323 Morton Ave Sewer Connection, with costs not to exceed $900.
  • Vaughn motion, Andrea second. All in favor.
  • Vote to Approve by Ratification contracted cleaning of stormwater inlets/drains clogged at Triangle Park for $1,900 per day performed by General Sewer, estimated at one day of work.
  • Heidi motion, Sean second. All in favor.

Streets: 

  • Information Share: 2025 County Aid project for Waverly submitted to PennDot by Catania.

Communications

Finance:  

  • Action: Vote to approve Bills List – May 16 to May 29
  • Motion Sean, Ken second. All in favor.
  • Information Share: Update on 2023 and 2024 Liquid Fuels Audit
  • Approved with no changes; no need to reimburse liquid fuels.

Ordinance

  • Information Share: Potential Noise Ordinance/Review examples of other noise ordinances.
  • Ordinance Committee is requested to partner with the solicitor to prepare a draft for advertisement.
  • Information Share: Status update from General Code on Recodification Project
  • In process of editorial and legal review of items provided; it will be a few months before content and recommendations are made back to Rutledge.

Trash & Recycling  

  • Information Share:  
  • Yard Waste twice monthly until November
  • eWaste event 6/7 in Rutledge—no TVs but will accept scrap metal, fridges/ACs, other large appliances. Rain or shine. 9AM-12PM.
  • eWaste event 6/7 at St. John’s (TVs collected here).

Public Comment

 Old Business/New Business

  • New: Responding to several complaints regarding early collection of Recycling; SEM has been advised that the collection time was outside of acceptable hours.
  • Action: Vote to approve establishment of Historical Committee
  • Sean motion, Vaugh second. All in favor.
  • New: Open Records Policy (contact e-mail update on policy).
  • New: Aqua back flow test; specific provider info will be provided to borough secretary
  • New: Rutledge Girls Club has requested use of the lower hall on Saturday June 7th from 11AM-1PM. Council presents no concerns and will approve by ratification if required.
