Agenda

Planning Commission Seats – Open seats (1) to be continues to be advertised.

Borough Comprehensive Planning 

Borough Council voted to enact an Ad Hoc Historic Commission.  Some letters of interest submitted and expected in upcoming council meetings.

Grants Research – Rutledge Resiliency Hub – 

No updates; background of effort recapped for planning commission members.

Rutledge Participation in the CPRG (Climate Pollution Reduction Grants) Program – 

No Updates until assessment published in April.

Borough Hall Plan –

Building Committee continuing conversation with the Park Avenue Community Center.

Park avenue is excited about the potential for cooking classes. There are discussions of rates (flat fee and percentage of fee) as well as discussion of one time and committed courses (e.g. every third Saturday). Insurance is being considered and part of the conversations. The efforts also put more pressure to finalize the replacement of the Borough Hall roof.

Crozer-Chester Medical Center Closure

EMS Shared cost services was approved by all municipalities except for Morton. Morton voted to partner with the Springfield. As a result, roughly 25% of the cost needed to be redistributed. This raised costs for Rutledge to greater than 80K, which was out of our budget. Nether Providence offered to cover a great portion of the costs to aid smaller communities. Nether Providence will get a greater portion of the reimbursement over the next ten years. Rutledge Borough Council approved the new agreement through emergency vote.

There are other inter-municipality services are still be investigated with reported interest from several larger municipalities.

Commission/Committee for Environmental Plan

No movement or updates.

Accessory Dwelling Units

Review of AARP Article.  Specific discussion around driveway access and how that effects houses depending on streets less likely to have parking—such as the terraces.

Discussion around code expectations, grandfathering, polling of neighborhood, Austin case where ADU was sold as condominium, sewer/trash.

Discussion on how to get feedback—Town Hall, well planned with attractive offerings such as coffee.  Surround townships that allow ADUs are few.

Financial incentives are becoming larger based on continued housing crisis in the US; discussion of possibilities of rental fees. Discussion around creating duplexes, short term rentals, etc. as the rules/structures exist today. Discussion around homogenous mentality of Rutledge for small community. Discussion around alternatives for creating more eco-friendly housing.
