Tax Collector’s ReportTax Collector plans to communicate to all uncollected homeowners again September. We are in penalty period.
Mayor’s ReportSwarthmore Police Department ReportSPD Officer Roger Hinckley retirement recognition: Sep 21. Chief Stufflet shares details of the timeline as well as the ongoing hiring process for the new officer. Mayor Gamal shares that Kevin Cunningham will shares words at the retirement and Council VP Sheehan shares thank you to Gamal for his coordination of this effort.

Finance CommitteeInformation SharingBudget Schedule for 2027 – Councilors are asked to come prepared with any adjustments to costs for second meeting in September.
Bond for Shade Structure Update – Provider, General Recreation, has purchased bond with no cost to us. Committee is still working toward getting the funds reimbursed.
DiscussionBank Account Balances/ Grant Reimbursement – A reminder that overall our funds are lower than normal as we are pending several reimbursements for our improvements via grants. Our accounting staff are reviewing what a short term (6-8 week) loan would look like for us.

Parks and Property CommitteeInformation SharingUpdate on Stormwater Project & Reimbursements – Notification has been sent to the contractor regarding the overwatering of the field, possible need to regrade. They have been notified to remove straw, reseed grass field, weed the softball field, etc. We are waiting for feedback from the contractor. Our Public works staff was unable to mow the outfield due to the amount of water.

DiscussionDiscuss potential Board representatives for Rutledge representative to the ALS Authority Board. Once this person is appointed, it would mark the end of the working groups.Tom Molensky has submitted his letter of interest. He currently serves as our Fire Marshall. We are keeping open until end of week for residents to submit a letter.

Planning CommissionUpdate on 2026 community survey: Planning Commission was able to survey 5% of the community (about 1 in 20 doors). Survey was a review of the 2018 Oktoberfest survey.  Used about ~$117 of the $200 budget.

Historical CommitteePreparation for 9/8/26 annual update – Proposal for the vision and future of the historical committee to be then later shared with council.

Old Business/New BusinessNew Business: Residents Vaugh and Emmy Johnson were recognized as their foster parents at the Savannah Bananas with the “Banana Fosters” award.Community Building Use: Two groups are still interested in using the hall; they are the theatre Group and Ridley/Springfield Girl Scouts. Girl Scouts would like Tues or Thurs 6-8.  starting Oct 6th. Girl Scouts by-laws prevent them from paying, but they are able to consider a donation.
