Tax Collector’s ReportNo changes since last month
Mayor’s ReportChamber’s Memorial – National Night out! First in Rutledge. We welcome our emergency services including SPD and MRFC. Also also been invited. Thank you to Council people Hunt and Marques for their donations of pretzels. Planning Commission, Historic Committee, and more will be there. They will have Blessing of the pets as well on October 4th.Governor’s Advisory Commission – AAF – they will hold a series of listening sessions throughout PA. The Delco event is Wednesday August 5th. They will discuss questions: What does a healthy community looks like—physically, emotionally, spiritually? What does it mean to feel safe in your community? When someone is thriving economically, what does that look like in every day life?

Building CommitteeInformation SharingSeptember 20th from 4-5 PM for Community Drum Circle. Rain location of Borough Hall.  Manager will lock in upstairs as downstairs is tentatively booked.Motion to approve by Sue, second by HeidiHot Water heater in utility room (6 gallon) and has gone. It needs to be replaced. Estimated from DZO Mechanical for replacement at $1,200.  Motion to approve by Sean, second by Andrew.

The state says reimbursement is not possible without a bid bond unless the full project is closed out. Pending feedback from the shade structure company on if we can get the bid bond retro-actively.  Potential price for bid bond for Shade structure in an amount not to exceed $4000Final bill to be approved as payment #2 to Joseph J Danielle LLC for $95,654.60

Trash and RecyclingInformation SharingDumpster behind Borough Hall is fixedReminder for residents to please prepare yard waste in a way that is reasonable for our single hauler to collect. Two collections resume in September.Review of NexTrex – types of bags collected (bread bags, overwrap, produce bags but not crinkly plastic). Rutledge does not have the manpower to process, but Councilperson Hunt has coordinated the opportunity to take collection over to Smedley to be sorted by Penn State. Request for Sanitation committee to clarify the lifecycle / recycle cycle for items made into Trex material.

Shade Tree Commission
Historical CommitteeVote to ratify the agreed 80% / 20% split for the historical committee and activities committee for the t-shirt fundraiser. Clarification: 80% for Historical and 20% for Activities.Motion to approve by Sue, second by Heidi.Discussion on 2027 continuation of the ad hoc Historical Committee. Currently designed to absolve on December 31st, 2026. Committee members have all stated they would like to continue and would like to present achievements to council. Heidi shares that they are impressed with many hours and amazing outcomes from the Historical Committee’s efforts—the events, the archive, the membership.  Sean shares his agreement that it is a resounding success.Things to bring: What [has the Historical Committee] not gotten to that [they] want to get to? What are your plans for next year, what is the expectation for budget? Here is what we could do if we had another here, Here is what we could do as a permanent committee, and for the in between (5 years).
