Public Comment

  • Martin Micklin, President of Rutledge Girls Club –   Thank you to council for use of the hall for the end of year party. Potential for playoff game this week at Triangle Park and updates will be posted as soon as it is known. A New President for the Girls Club will be effective July 5th in addition to multiple new board members. Martin shares his thanks for the support and collaboration from the council. Council President Roberts shares thanks to Martin for his leadership and tenure, and strengthening our borough partnerships and giving kids a place to be outside and get back to normal post pandemic.
  •  Max Cooper, letter for public comment read aloud: Writing to express support for the multi-municipal partnership for shared cost of EMS and ALS. Aimed to optimize cost and enhance local control.

Mayor’s Report

  • Swarthmore Police Department Monthly Report: 2025.05.17 → 2025.06.20
  • Summary and highlights of log.
  • Review of Ambulatory Services delivered.
  • Bus Patrol Camera Update – Still giving out 20-25 violations per month within Swarthmore/Rutledge.
  • Traffic detail on Swarthmore Avenue, overall reduced infractions.
  • Highlights Swarthmore Campus encampment arrest as example of department’s commitment to respectful and mindful policies and enforcement.

Parks & Property: 

  • Information Share: Park progress updates
  • Action: Vote to approve Tree trimming work, urgent in nature.

Personnel: none

Public Safety:  

  • Discussion: Multi-Municipal EMS Agreement
  • Questions answered regarding redistribution of costs if a municipality does not adopt the agreement or withdraws, possibility of addendums, six month timeline for withdrawal next year.
  • Mayor Hale of Rose Valley shares additional details for section 5 regarding distribution of payments. Also shared the reimbursement rate may be conservative in documents.
  • Seymour, Chair of Public Safety of Swarthmore, shares they are looking into the possibility of creating a board, staffed by borough council appointees, to create an authority for ALS and EMS management for our borough and potentially, in the future, the council.
  • Action: Vote to approve Multi-Municipal EMS Agreement.  Motion Sue, Second Andrea. All in favor.
  • Council President Roberts shares pride in joining our neighboring municipalities in this agreement. Thank you..

 Sewer:

  • Action: Vote to Approve Repair/Replacement of Manhole casing at Unity Terrace Linden Avenue for the cost of $2,990, performed by PJG Property Maintenance, LLC
  • This will be funded through the Sewer fund.

 Streets: none

Building:

  • Information Share: May 2025 Reports from Catania – Read Aloud
  • Action: Vote to approve property requests
  • Use of Triangle Park and Borough Hall for Fourth of July
  • Use of Triangle Park on September 13th  for the Morton-Rutledge Fire Company Tournament. Notify the fire company that a portion of the park may not be available depending on construction.

Finance:  

  • Action Item: Approve Bills and Distributions:
  • Motion to Approve Bill Distributions 5.30.25-6.13.25 Motion Heidi, Sue Second. All in favor.
  • Motion to approve Gas Fund 5.30.25-6.13.25, Motion Heidi. Sue Second. All in favor. 

Ordinance:

  • Discussion: Draft Noise Control Ordinance
  • Questions around application to animal noises; determined these will be addressed in amendments to Chapter 2: Animals
  • Question around exemptions for Hall Rentals, which often have clean-up and loading/offloading.
  • Action: Vote to Advertise Ordinance 2025-02 Noise Control with addition of hall rental to exemptions.

Trash & Recycling  

  • Information Sharing: 
  • eWaste event – Cancelled due to weather and planned now for fall.
  • Rose Tree eWaste event 6/18 – Registration required and full.
  • Yard Waste 6/20 – Signs are out! Excited to see weight for this second haul.
  • DCSWA updates/Save the Date 10/18/25 – textile recycling event at Rose Tree Park!
  • ReCloth Earth – Textile recycling – bin 6’*4’ – no fees, ReCloth handles all maintenance and clean up. Questions around frequency of maintenance by ReCloth; Sanitation Committee will investigate.

  • New: PA Glass Bin – Original MOU through June 30th, 2025: Investigating renewing through June 2026.
  • New: Delaware Recycling Center tour for Sanitation Committee tomorrow at 10AM
  • New: Political Unrest and Violence in PA; a reminder that violence is not the way and that Rutledge Borough.
