Mayor’s Report
The mayor corrected the date range of the Swarthmore Police Department report to 12/13/25-1/15/26 and summarized police activity.
Chief Stufflett explained the category of “unwanted subject”.

Next event: Quizzo, January 30th. Doors open at 6:30 with 5 Rounds of Quizzo, ten questions each round.

Discussion
Heidi Sentivan presented “Finance Vision 2028 Initiative” and introduced a 2-year exploratory study of earned income tax viability.

Parks and Property Committee
Discussion
Thanked Catania for helping with a $225,000 small water grant towards a storm water project.
Noted that straw matting was installed to protect new grass seed. Storm water construction documents are nearing completion, plans to advertise for bids in February.

Council approved payment #2 of $312,901.78 for MOR. – Sean makes the motion, Ken seconds. All in favor.

Public Safety Committee
Information Sharing
Jody gave an update on the ALS Municipal Authority. Solicitor Ben Reid of Harrisburg was hired to guide the process.
Ken gave the Morton-Rutledge Fire Company Report for 2025.
Discussion
Council Members were reminded to complete NIMS training, particularly the IS-700 course.

Information Sharing
Next yard waste pick announced for 2.2.2026. Residents were reminded that placing Christmas trees in yard waste reduces disposal costs compared to trash.
Council discussed the possibility of a voluntary composting pilot program.
Planning Commission
Discussion
Council discussed inviting the planning commission to a joint session at 2.16.2026 council meeting to review tracking of the LCAP and comprehensive plan.
Action Item
Vote to approve planning commission members: letters of interest were received from Joe Healy and Sid Misra – Sean makes the motion, Heidi seconds. All in favor. Terms end 12.31.2029.

Discussion
Upcoming flag raising event on 2.16.2026 was noted, along with plans to debut a new historical website and digital archive.

A resident named Chris suggest a composting survey was relayed and acknowledged.
Old Business/New Business
Council noted need to appoint alternatives to zoning hearing board due to schedule conflict. Two individuals have expressed interest.
The textile recycling bin was removed unexpectedly. Follow-up is underway with the vendor.
Council was informed of the passing of longtime Rutledge resident Mr. Bromwell on 1.12.2026 and his service history was shared.
Congratulations were extended to Chief Stufflett on his swearing-in as President of Delaware County Police Chiefs Association.
