Public Comment

Tax Collector’s Report
- No update from last month
- Rutledge Tax Bills will be arriving the first week of February. The discount period is now through 3/31/26. During this time, Rachel Hezlep, Tax Collector, has office hours from 9 am-noon on Wednesdays and Thursdays.
Mayor’s Report
- Good Neighbor – Mayor’s update will include form for submission of recognition of good neighbors.
- Mayor’s Update: Items due Feb 4, 2026 @ 5pm – Looking into alternative platforms based on Mail Chimp moving to a paid program. Need to look for alternates.
Approval of Minutes
- Approve Meeting Minutes for 2025.01.20 – Corrected spelling. Sue Motion to Approve, Second by Andrew. All in favor except for Abstain by Andrea.
Activities Committee
- Information Sharing Quizzo Recap. Well attended and great quiz leading by Sean Sheehan. Next event is Bingo which will be Saturday February 28th. Next activities meeting will be either February 17th or 24th. Souper Bowl of Caring is Saturday the 7th. If you can bring it to chambers, it would be greatly appreciated.
Building Committee
- Discussion Review options for computer replacement of borough manager and tax collector, based on computer no longer being eligible for required security updates. Recommendation to have a desktop for the tax collector and a laptop for the borough manager for both minute keeping, presentations, etc. There is a discussion around Microsoft Suite vs. Google Drive for storage and document creation.
- Reminder to Residents, if you have a windows machine still running Windows 10, it is no longer receiving security updates. We recommend updating your operating system.
- Action Item Approve the spending for two new computers for the borough manager and tax collector and installation equipment not to exceed $1500. Motion to Approve by Heidi, Second by Sean. All in favor.
Communications Committee
- None
Finance Committee
- Action Item Approve Bills Distribution: 2026.01.18-2026.02. Motion to approve by Sean, Second by Andrea. All in favor.
Ordinance Committee
- None
Parks and Property Committee
- Discussion Stormwater Project Update: Currently, the Parks Committee is working with Catania Engineering to confirm that we can combine the two phases (2 grants) of the storm water work in one bid as Project A and Project B. On track for construction between June 1st and September 1st.
- Request from Council President for Communications Committee to create a clear strategy for timelines, funding, etc both online and at the park.

Streets Committee
- Discussion Resolution to Accept 2026 County Aid Funds
- Action Item Approve Resolution 2026-02 to Accept 2026 County Aid Funds in the amount of $1,103. Motion to approve by Andrea, Second by Ken. All in favor.
Trash and Recycling
- Information Sharing
- Yard Waste – Collected today, 2026.02.02. Residents are asked to let us know if they were missed and had their yard waste out by 7AM.
- Textile Bin – Unclear on the exact reason, but the bin was removed. We have requested it’s return and ensured they had the updated MOU.
- Discussion Relocation of textile bin – ReCloth requested additional options for location based on low volume, but we only have the driveway and do not have alternatives to offer.

Historical Committee
- Announcements:
1. Flag Raising 2/16 5-6pm – Join us on President’s Day for a flag raising, some sharing of upcoming activities, and refreshments in lower Borough Hall
2. Open “Voting” seat on historical committee, please send letters of interest to rutledgemanager@gmail.com

- Old Business: Discuss Pennsylvania Association of Boroughs Junior Council Program – Take the next two weeks for comment period on this program.
- New Business: Activities Committee and Historical Committee are working together on T-shirt design contest for celebrating the 250th.
