                 132 President Avenue shares that Quizzo night was very fun and great work

Tax Collector’s Report

Tax Collection has started; several residents have submitted already. Office hours are 9-11AM Mon-Thurs.

Tax Report read aloud.

Reminder to residents that if they have not received their bill, please reach out to the tax collector

Mayor’s Report

Swarthmore Police Department – Monthly Report – Report summarized.

2025 Total Details – Of the 3,635 calls for SPD, 260 were within Rutledge. Further trends       reviewed.

Good Neighbors – Mayor shares thanks to Tax Collector Hezlep for her stewardship and great availability to the borough and to Council Person Marques for his word on the adhoc historic committee and congratulations on their first event.

Activities Committee

Souper Bowl of Caring supplied more than 2800 food items filling 129 boxes – thank you to our residents, Chambers Memorial, and all the volunteers.

Quizzo was a great success, thank you to our staff, volunteers, and councilperson Sean for hosting. We will do another Quizzo in November

Our next event is BINGO on 2/28 6:30pm – Games start at 7PM. Accepting donations of round prizes!

Monthly Reports from Catania read aloud.

2 Permits requested, 2 Permits Issued, 5 Notice of Violations, 15 Citations Issued, and 0 Rental Properties Inspected

Discussion

Discuss publicizing fines; shared that the specifics of fines are being reviewed and that they cannot be exactly stated on schedules as they vary on timing and, judicial court.

Share design for stormwater project under softball field. Includes both Small Waters Grants.

Shade structure anticipated to ship in April with installing in first two weeks of May, all tentative.

Discuss timeline – Potentially June 1st to September with requirement in bid contract that the contracted company would be potentially liable in the amount of the

Textile Bin Update – Bin will be returning at least through Earth day and then we will review the volume.

PRC Glass Bin – Public works yard in Swarthmore

Discussion

PRC Composting Workshop – Earth Day from 6-7PM in lower borough hall, with PRC presenting. Residents would be able to purchase bins for $70.

Collection change in contact; introduction will be Friday 10AM. Request for info on how we can communicate missed collections.

Action Item

Vote to Approve PRC Composting Workshop for a cost of $165

Vote to Approve PRC Composting Incentive up to $300

Vote to Approve up to $500 for PRC Composting Workshop and Resident Incentive

Planning Commission

Working Session – Align Comprehensive Plan & LCAP Objectives to committees, align on presence of plan/activities, address gaps, align on return for update in 6 months.

Flag Raising Event Recap

T-shirt design contest (Rutledge x America250) partnered with Activities Committee

Vote to approve reimbursement of America250 flag flown on borough property to the amount of no more than $71.

               Motion by Sue, Second by Ken. All in favor.

Vote to appoint Valerie Marlow to the Rutledge Ad Hoc Historical Committee.

               Motion to approve by Sue, second by Sean. All in favor.

Vote to approve selling the plow for the truck for $3500.

               Motion by Heidi, Andrea second. All in favor.

Vote to adopt resolution establishing the Junior Council Person Program in the Borough of Rutledge  Motion by Sean, Heidi second. All in favor.

Submit physical Newsletter content for February newsletter to Communications.
