Council Work Session, October 22, 2012

Diane McGaughey, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: Diane McGaughey, Marlaina Kloepfer, Tom Kopp, Daniel Werner, Marie Govannicci, Brian Costello, David Waltz

Not present: Solicitor Guy Smith

Also present: Mayor Kevin Cunningham, Jerry Connelly, Robert Hunt Esq.

 

Public Comment: None

 

Building: Brian Costello reported construction has begun at 17 President Ave.

 

Communication: Marlaina Kloepfer reported that she hand-delivered the Borough newsletter to residents. There is a Communications Committee Meeting on Monday, October 29, 2012, at 7:30 PM in the first floor meeting room.

 

Finance: Brian Costello reported that there has been one meeting to discuss the budget, and another is scheduled for Wednesday, October 23, 2012, at 10:30 AM. There will be a 12% increase in sewer costs.

 

Ordinance: Brian Costello reported that there are two proposed ordinance revisions. Daniel Werner responded with his thoughts on them. Mr. Costello will put the revisions in final form for the Solicitor’s review.

 

Property/Borough Building: Diane McGaughey reported that the door on the Sylvan Ave. side of the 1st floor of the Community Center was replaced.

 

Public Safety: Tom Kopp reported that the SPCA will have a low cost clinic on 10/30/12 from 4-6 PM.

The Solicitor has the new resolution for the Emergency Operating Plan.

Mr. Kopp stated that the 2013 Budget for the Morton-Rutledge Fire Co. was distributed to Council.

 

Recreation: Marie Govannicci stated that Council needs a proclamation for no smoking at the Triangle Park. There are free signs available. Ms. Govannicci reported that she received a verbal quote for the sidewalk replacement at the Triangle Park, and is waiting for a written quote.

 

4th of July Committee: A live tree in a pot will be donated b the Rutledge Girls’ Club for the holiday celebration in December. The Silvertones from the high school will sing holiday songs. A flyer will be sent out regarding the luminaries.

 

Rutledge Girls’ Club: There is one more softball game for the year. A group from Swarthmore would like to use the field at the Triangle Park for next season. Discussed painting the fence at the park, a section per year.

 

Trash: Nothing to report.

 

Sewer: Daniel Werner reported that he was approached by a resident who was concerned that multi-family dwellings only paid for one sewer unit.

 

Tree Commission: One resident has taken advantage of the $100 grant offered by the Committee to plant a tree on his property.

 

Highway: David Waltz reported that lines were painted on Swarthmore Ave. so the police can monitor speeding. Mr. Waltz will get a letter from the County stating that the county Aid for Road Repairs can be rolled over to 2013.

 

MMEAC: Diane McGaughey will get the minutes from the meeting that was held.

 

Mayor: Mayor Cunningham stated that he attended that meeting for the installation of officers at the AMVets Post in Morton.

 

Solicitor: Nothing to report.

 

Old Business: Mr. Waltz inquired as to the status of the loan for road repairs. It was referred to the Solicitor in July.

 

New: There is a resolution under consideration that supports tobacco free outdoor areas, such as the Triangle Park.

The Delaware County Association of Boroughs will have an Executive Board Meeting on 10/24/12 at 7:00 PM at the Yeadon Borough Hall. Marlaina Kloepfer will ask that a letter of protest be sent to the Delaware County Solid Waste Authority regarding the increase in the trash disposal fee.

Malrlaina Kloepfer attended the last COG Meeting.  The Chairman of the Delaware County Solid Waste Authority was a speaker. He explained that the increase in the trash disposal fee was due to a grant that was used up in the amount of $2.5 million that helped subsidize the cost for the past four years. The amount should stay at $33.00 per ton for the next three years. The DCSWA contract with COVA expires in 2017.

Beginning in 2013, no electronics will be accepted in the trash pickup. There will be special days for pickup of those items.

A PECO representative discussed smart meters.

A newsletter printed and distributed by a resident was erroneously thought to have come from the Borough by several residents who approached Marie Govannicci. The residents are concerned about trespassing issues on their properties.

David Waltz stated that the Borough cannot apply for anther PECO Growing Greener Grant because the previous grant for the rain garden has not been closed out.

Mr. Waltz stated that the Borough needs a new salt spreader that will cost about $1,500-$2,000.

Brian Costello has reviewed the current ordinance regarding open burning, and it does not allow fire pits. Mr. Costello asked Council to consider updating the current ordinance to allow fire pits.

 

Marlain Kloepfer attend the PA Association of Boroughs Fall conference. Procedures to deal with abandoned and blighted properties was discussed.

 

Since there was no further business, the meeting was adjourned at 8:42 PM.
