RUTLEDGE BOROUGH WORK SESSION

June 25, 2012

 

Diane McGaughey, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: Diane McGaughey, David Waltz, Marlaina Kloepfer, Daniel Werner, Brian Costello, Tom Kopp, and Marie Govannicci

Also present: Solicitor Guy Smith, Thurm Bredlinger, A Few Steps

 

Public Comment: Thurm Bredlinger, 317 N. Princeton Ave., Swarthmore, PA, A Few Steps- Passed out information about A Few Steps, and what individuals can do to promote energy conservation. The Multi-Municipal Energy Action Committee is comprised of Rose Valley Borough, Rutledge Borough, Nether Providence Township, and Swarthmore Borough. A greenhouse gas study was done of the four municipalities, and is the framework for an action plan to help promote energy efficiency, conservation, and savings for individuals. A Few Steps can help residents with green power choices.

 

Cailu Lin, 25 President Ave., stated that she and her husband contracted with L. Davis Enterprises to add a dormer to the second floor of their home. They paid the contractor $10,000.00. He took off the roof, and covered the opening with a tarp. He has not done much work in the seven weeks since he started. The house gets saturated when it rains, and is causing damage. The contractor wants more money. The Lins submitted pictures of the job site taken on Friday, June 22, 2012.

Solicitor Guy Smith explained that he is the lawyer for the Borough. The Lins have a private contract on private property, and the Borough has no direct authority over the contract. The Borough’s involvement in the contract is to make sure the project complies with the building code, zoning and is safe.

Solicitor Smith advised the Lins to retain an attorney and pursue the contractor for damages, and go to the Delaware County Bar Association Lawyer Referral Service.

 

Building: Brian Costello reported that 17 President Ave. will have plans submitted for approval in July, and start work on rebuilding the house that burnt down in August.

 

Communication: Nothing to report

 

Finance: Brian Costello stated that he did a format change on the Income and Expense Report prepared by the Treasurer.

 

Ordinance: Nothing to report.

 

Property/Borough Building: Diane McGaughey reported that the lighting fixtures in the first floor Community Center Meeting Room, 11 streetlights replaced with LED fixtures, four exit signs, two outside lights replaced, and thermostats with locked covers as part of the energy reduction grant administered by Delaware County.

Ms. McGaughey is getting prices to replace the first floor front door, Sylvan Ave.

 

Public Safety: Diane McGaughey reported that she met with representatives from Swarthmore Borough to discuss police protection for 2013.

Tom Kopp reported that he attended a fire marshal meeting. The county has a hoarding problem, particularly the lower end of the county. Mr. Kopp asked that young children be watched around pools to prevent drownings.

 

Recreation: Marie Govannicci stated that she is waiting for a proposal for wood chips from Buzz Berger. The rope on the flagpole at the Triangle Park will be replaced by The Flag Place by July 4. One quote to repair sidewalk blocks at the park; it was high. Ms. Govannicci will get more quotes.

The electrician is waiting for a part to install electricity at the Triangle Park.

 

4th of July Committee: The Committee is having a meeting tonight to discuss the July 4th activities.

 

Trash: Daniel Werner discussed trash and recycling. He would like to educate residents on what can be recycled. Beth Murray from A Few Steps can help.

 

Sewer: Daniel Werner reported that he is waiting for quotes to do sewer repairs. There is a meeting at DELCORA on June 28, 2012, 11:30 AM-1:00 Pm to review the County Act 537 Plan revision.

CDCA wants a 2nd Amendment to the Supplemental Service Agreement passed that replaces the map submitted with the original agreement in 2007. It does not alter capacity.

 

Tree Commission: The dogwood tree at the Community Center that died was replaced.

 

Highway: The loan for road repairs from the PA Infrastructure Bank has been approved. The terms and agreement will be sent in a week. Diane McGaughey suggested that the curbing be eliminated from the project and used to repair Swarthmore Ave. David Waltz said no, because the county politicians will step in with grant money.

Diane McGaughey suggested that a stop sign be placed on Swarthmore Ave. for 89 days, due to cars constantly going over the speed limit. David Waltz stated that a stop sign is not warranted in that area.

 

David Waltz stated that 20 signs are needed- 10 “No Parking This Side” and 10 “No Parking From 1AM-6AM”, and 20 posts.

MOTION by David Waltz, Second by Tom Kopp, to authorize the purchase of 20 Street signs and posts, at a cost not to exceed $836.00. MOTION approved unanimously.

Mr. Waltz will order the signs tomorrow.

 

MMEAC: Nothing to report.

 

Solicitor: Solicitor Smith stated that the Commonwealth of PA is requiring that Rutledge establish its own Board of Appeals for Uniform Construction Code appeals, or opt in to the County’s Board of Appeals.

 

Old Business: Nothing to report.

 

New: Diane McGaughey stated that the Mayor vacancy must be filled, and a ballot vote will be taken tonight. The person must have a majority of four votes.

MOTION by Brian Costello, Second by David Waltz, to go into Executive Session at 9:08 PM to discuss a personnel issue. MOTION approved unanimously.

MOTION by Brian Costello, Second by David Waltz, to end Executive Session at 9:15 PM. MOTION approved unanimously.

Jean Lenke  0 Votes    Jack Borsch  1 Vote                Kevin Cunningham  6 Votes

 

Kevin Cunningham will be the Mayor, having received a majority vote. He will be sworn into office by Judge Mallon at the July 2, 2012 Council Meeting.

The Delaware County Association of Boroughs will need a representative from Council, since Greg Lebold has resigned.

 

Since there was no further business, the meeting was adjourned at 9:28 PM.
