Meeting was called to order and Pledge of Allegiance recited at 7:34 pm.

Roll Call, Present: Heidi Sentivan, Jody Roberts (excused absence (EA), Marie Govannicci, Samantha Newell, Christine Gradel (EA), Ken Torres-Zickler, Lindsay Reed, Mayor Kevin Cunningham, Administrator Barbarann Keffer, Solicitor Christine Reuther.

Public Comment: Lynn, of Chambers Memorial Church, offered to Council members a tour of the church with regards to the proposed day care center.

Minutes: motion to pass April 22, 2019 minutes: (SN/KTZ) motion passed unanimously.

Public Safety: SN gave an update on the signally project on Swarthmore and Morton.

Finance: motion to pass the bills list, after some discussion of a few items: (LR/KTZ), motion passed unanimously.

Tax Collector: report read aloud by HS and is in the binder.

Sewer: HS reported that the Phase III pre-construction meeting was 1.5 weeks ago; the “camera-ing” of the lines has begun; Insituform Technologies will send residents a letter with information about the timing of the sewer work and also contact information in case of a disruption of service or any other questions/problems residents may have.

Building: A long discussion about neighborhood noise coming from the hall rentals and possible solutions were also discussed. Signage reminding event-goers that the hall is in a residential neighborhood will be procured.

Mayor’s Report: KC announced that there will be a Memorial Day Service on May 27 at 11:30 am at Borough Hall.

Old Business: The Pennsylvania State Association of Boroughs (PSAB) announced Borough News Communications Contest winners: Rutledge Borough earned first place honors in the social media category and second place in the website category.

There was a lengthy discussion on how to amend the borough’s ordinance to allow a daycare center to operate in Chambers Memorial. CR went over the potential timeline and will draft the wording for such an amendment.

The timeline for the public meeting, sending the amendment to the County Planning Department, and other steps to allow for the daycare center is approximately 90 days.

New Business: KTZ talked about updates to the website, items for the next eblast and the deadline for submissions to the next newsletter (5/27).
