MINUTES OF THE RUTLEDGE BOROUGH COUNCIL
October 14, 2019 Council Meeting

Meeting was called to order and Pledge of Allegiance recited at 7:31 pm.

Roll Call, Present: Heidi Sentivan, Jody Roberts, Marie Govannicci (excused absence), Samantha Newell (excused absence), Christine Gradel, Ken Torres-Zickler, Lindsay Reed, Mayor Kevin Cunningham, Administrator Barbarann Keffer (excused absence), Solicitor Christine Reuther.

Public Comment: None

Tax Collector: Tom Heron read aloud the report; there was no activity in the last month and 15 properties need to pay the taxes and fees before the end of the year.

Minutes: LR made a correction to the minutes; motion to pass the September 23, 2019 meeting minutes with the correction: LR/CG. Motion passed unanimously.

Finance: motion to pass the bills list (HS/KTZ); motion passed unanimously.

Parks: Motion to pass Resolution 2019-11, authorizing the Borough’s application to the PECO Growing Greener Program, CG/JR; motion passed unanimously.

HS gave an update on the tree trimming project at Triangle Park, the damage to the park bench, and the DCNR grant.

Streets: the pothole project has not begun yet. Waiting on schedule from contractor.

Sewer: HS reported that the work order change was completed and Phase III is complete pending final paperwork.

Building: The floor replacement project will start after Oktoberfest.

Communications: KTZ reported that the last print edition of the newsletter is scheduled for December 5 with a deadline for submissions of November 25.

Activities: LR discussed the upcoming Oktoberfest and gave a recap of the Ghostbusters movie night.

Mayor’s Report: KC stated that on Halloween, candy will be handed out at Borough Hall beginning at 6:30 pm and asked for donations of candy.

Public Comment: Tom Heron asked if the trash collection dates could be added to the borough online calendar.

Old Business: HS discussed changes to Ordinance 2019-3, the conditional use ordinance for a daycare, regarding trash disposal. Motion to pass Ordinance 2019-3 HS/CG; motion passed unanimously.

CR explained that because there was not a quorum physically present for the September 23 meeting, the motions and resolutions that were passed at that meeting need to be ratified at this meeting. HS read off the list of motions and resolutions from the last meeting:
1. Motion to approve the minutes of the September 9 meeting
2. Motion to accept the Strobert Tree Company bid for the Triangle Park work
3. Motion to approve the bills list
4. Motion to approve the purchase of a new battery for the landscaping equipment
5. Motion to approve the purchase of a new edger
6. Motion to approve Resolution 2019-11, closing the TD Bank accounts for the tax collector and the Shade Tree Commission
7. Motion to accept the bid for the pothole repair program
8. Motion to approve the sewer project change order
9. Motion to approve the bid of Protech Floors for borough hall
10. Motion to approve the repair of the Borough Hall roof

Motion to ratify the above Council actions, KTZ/JR; motion approved unanimously.

HS discussed Council’s options regarding the PA One-Call obligations, whether they could be handled in-house or contracted with Catania or another engineering firm.

There was a long discussion on feral cats and leashing dogs.

New Business: HS asked that Council consider allowing for the Youth Emergency Shelter to rent the upstairs and downstairs halls on December 1 for a “Breakfast With Santa” event. Motion to allow for this rental, JR/LR; motion passed unanimously.
