Rutledge Borough Council Meeting- August 5, 2013

M. Diane McGaughey, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: M. Diane McGaughey, Daniel Werner, Brian Costello, Marlaina Kloepfer and David Waltz.

Not Present: Tom Kopp, Marie Govannicci

Also present: Mayor Kevin Cunningham, Police Chief Brian Craig, Robert Hunt., Jr., Esq.

Minutes:  MOTION by Brian Costello, Second by Daniel Werner, to approve the minutes as submitted for the Work Session of June 24, 2013. MOTION approved unanimously.

MOTION by Brian Costello, Second by Daniel Werner, to approve the minutes as submitted for the Council Meeting of July 1, 2013.  MOTION approved unanimously.

MOTION by Brian Costello, Second by Daniel Werner, to approve the minutes as submitted for the Work Session of July 22, 2013. MOTION approved unanimously.

Public Comment: Dorie Behmke, 201 E. Sylvan Ave., filed a complaint about barking dogs at 139 E. Sylvan Ave. The dogs bark at all hours of the night, incessantly. The Ordinance, Chapter 2, 107A, does not specify times. Ms. Behmke stated that people are allowing their dogs to defecate on private property, without cleaning it up. The Mayor will discuss the issues with Police Chief Brian Craig.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the months of June and July, 2013.

Tax Collector’s Report: Thomas Heron reported that July collections totaled $1,716.00 for a total collected of $395,092.54. There is $37,738.00 uncollected: 19 RE Tax, 9 Sewer Tax, and 29 Per Capita Tax.

Code Enforcement Report: Daniel Werner read Harry Mirra’s report for July 2013:

Mayor’s Report: Mayor Kevin Cunningham read the Police report for August. There were:

18 Parking Tickets

A lot of kids have been out after curfew.

There will be an electronic recycling event on September 7, 2013, from 12PM -2PM.

Parking permits have been signed by the Mayor.

Public Safety:  Diane McGaughey reported that the Morton-Rutledge Fire Co. will host the SPCA for a low cost clinic at the firehouse in Morton, 38 Alpha Terrace ,on August 20, 2013, from 4PM-6PM.

The Fire Co. will have its Horseshoe Tournament on Saturday, September 14, 2013 at the Triangle Park. The rain date is September 15, 2013.

4th of July: Nothing to report.

Rutledge Girls’ Club– Nothing to report

Communication: Marlaina Kloepfer stated that Code Red has accepted the contract from Global Connect. The contract was forwarded to the Solicitor for review. Coed Red will honor the price of $500.00 for one year of service. Ms. Kloepfer is working on the Borough Newsletter with Mayor Cunningham. The goal is to have it distributed before September 7, 2013. Council Members were asked to submit short updates on their committees by August 10, 2013.

The Community Yard Sale and Electronic Recycling event have been added to the Borough website and listserv.

Ordinance: Brian Costello stated that the modified parking ordinance will be advertised.

Trash: Nothing to report.

Building: Nothing to report.

Recreation: Diane McGaughey reported that the handicapped swing has been ordered and should arrive in two weeks. Someone removed the caution tape from the damaged slide at the Triangle Park.

Sewer: Daniel Werner reported that the Borough has 15,000 feet of sewer mains. Mr. Werner is researching alternatives to replace the mains rather than spot repairs. Inflow and infiltration in the sewer mains and private laterals are a serious issue.

Shade Tree Commission: Nothing to report.

Finance: Brian Costello reported that he will start the 2014 Budget in September.

Property/Borough Building: Nothing to report.

Streets: David Waltz reported that the road work will start in 1-2 weeks. The curbing will be done first, then milling and asphalt. The job will take two weeks and will be done by the end of August.

Solicitor’s Report: Nothing to report.

Old Business: Nothing to report.

New Business:

David Waltz asked Marlaina Kloepfer to post something on the Borough website regarding grass growing in the street gutters near the curbs. Residents cannot be fined because there is no ordinance against it. Diane McGaughey stated that it has to do with curb appeal, and most residents are cognizant of this.

Diane McGaughey stated that Council is looking for a resident to fill the position of Zoning Hearing Board Alternate. Interested parties should submit their resumes to Council.

Diane McGaughey reported that the Delaware County Historical Society has asked for any memorabilia to display from September to January.

Marlaina Kloepfer stated that the Borough Planning Commission is complete, with 5 members:

Meetings will be held on the 2nd Monday of each month at 7:30 PM, starting in September. Meetings must be advertised.

MOTION by Marlaina Kloepfer, Second by Brian Costello, to accept the Code Red contract at a cost not to exceed $500.00. MOTION approved unanimously.

MOTION by Brian Costello, Second by Daniel Werner, to approve the police contract with Swarthmore Borough for four years, 2013-2016. MOTION approved unanimously.

MOTION by Brian Costello, Second by Daniel Werner, to advertise an ordinance that will modify Chapter 27, 27-507, parking ordinance. MOTION approved unanimously.

Gennifer Guiliano reported that the 2012 Financial Audit has been completed. Office files are being purged and shredded.

Public Comment: Kim Brown, 32 President Ave., thanked Council Members for their work on the parking ordinance. She has not cut the grass on her sidewalk so that no one would park on it.

Bills for August 5, 2013:

MOTION by Brian Costello, Second by Daniel Werner, to approve payment of the bills for the month from the General Fund in the amount of $39,874.20. MOTION approved unanimously.

The remaining bills will be approved at the September 9, 2013 Council Meeting.

Since there was no further business, the meeting was adjourned at 8:22 PM.
