Rutledge Borough Council Meeting- January 4, 2016

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: David Waltz, Tom Kopp, James Jones, Marlaina Kloepfer, Daniel Werner, Marie Govannicci, Kimberly Brown

Also present: Mayor Kevin Cunningham, Police Chief Brian Craig, Michael F. Culp, Esq.

Public Comment: None

Council President David Waltz thanked everyone for their support the last few years. Mr. Waltz thanked Marlaina Kloepfer and Marie Govannicci for the renovations of the Meeting Room.

Minutes: MOTION by Daniel Werner, Second by Jim Jones, to approve the minutes as submitted for the Council Meeting of December 14, 2015. MOTION approved unanimously.

MOTION by Marlaina Kloepfer, Second by Marie Govannicci, to approve the minutes for the Work Session of December 28, 2015. Ms. Kloepfer noted that her name is spelled incorrectly. MOTION approved unanimously with noted change.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of December 2015. MOTION by Marie Govannicci, Second by James Jones, to approve the December Treasurer’s Report as submitted. MOTION approved unanimously.

Correspondence:

  • Toney Lacey, EZ Living Concepts- sent plot plan of 110 President Ave. for construction of a removable aluminum ramp. Did not receive a permit application.
  • The Delaware County Fireman’s Association of the State of PA- Solicitation for ad book donation
  • County of Delaware Bureau of Elections- Winner’s Certificates for the Borough

Tax Collector’s Report: No report.

Code Enforcement: No report.

Mayor’s Report: Mayor Kevin Cunningham read the Police Report for December 2015. There were 11 Parking Tickets, 0 traffic tickets and 1 traffic warning.

Public Safety: Tom Kopp read the Fire Co. report for December. Mr. Kopp reported that Deputy Chief Reife from the Fire Co. is in attendance.

There were 17 calls with time in service of 4 Hours, 12 Minutes; 16 Hours 44 Minutes Manpower

There were 2 Drills with time in service of 4 Hours; 32 Hours 0 Minutes Manpower

There were 8 Special Details attended by 49 members 271 Hours Manpower, including Tree Sales and Santa’s ride through town.

Finance: Council President David Waltz reminded Kimberly Brown that she has the right to review the budget and open it to make changes until February 10, 2016.

Property/Building Maintenance: Council President David Waltz stated that Marlaina Kloepfer will be the Chair of the Committee. She will look at increasing the rentals. Twenty-nine more rentals are needed to make up the income for the loss of the country dance group. Ms. Kloepfer will look into holding funeral luncheons in the downstairs room.

Rutledge Activities Committee: Marie Govannicci stated that the Committee is looking for new members. Ms. Govannicci thanked Council with the help with the luminaries. It took one hour to set them up, and they looked really nice.

Ms. Govannicci stated that she appreciates all that the Fire Co. has done. To thank them, she will go to their meeting on Monday, January 11, 2016, 7:00 PM. and supply food and beverages. Everyone on Council is invited to attend.

There will be a meeting on February 8, 2016 at 8:00 PM.

The Welcoming Committee is sending baskets to new residents, as the Secretary informs them.

Recreation: Marie Govannicci reported that two new basketball nets have been installed. The old were plastic and the balls got stuck in the cold weather.

Ms. Govannicci stated that she would like to start preparing the ballfield for the Girls’ Club in March. She will contact Margie Corcoran to see what her needs are.

Communication: Marlaina Kloepfer stated that the Committee will meet on January 14, 2016 at 7:30 PM. Ms. Kloepfer has put the 2016 meeting dates on the website.

Planning Commission: No report.

Ordinance: Nothing to report.

Trash: Nothing to report.

Building: Nothing to report.

Sewer: Jim Jones reported that he and the Engineer are looking for grants or low interest loans to do sewer work on the Borough’s mains. Norwood Borough received a low interest loan from PennVest. It will cost $1M to reline all of the Borough’s mains. Mr. Jones is looking into having private lateral inspections when houses are sold.

Shade Tree Commission: No report.

Streets: David Waltz reported that Mark Bascelli has filled in some potholes.

Solicitor’s Report: Solicitor Michael F. Culp thanked Council Members for their confidence in him, and he looks forward to working with everyone.

Old Business: None.

New Business: Kimberly Brown stated that she would like to move forward with coming up with a logo for the Borough. Ms. Brown would also like to have a dance for the residents, and use the second floor.

Marlaina Kloepfer reported that a resident, Roxanne Ward, would like to host a one hour yoga class at the Community Center for residents.

Bills for January 4, 2016:

MOTION by Dan Werner, Second by Marlaina Kloepfer, to approve payment of the bills for the month from the General Fund in the amount of $30,599.00. MOTION approved unanimously.

MOTION by Dan Werner, Second by Marie Govannicci, to approve payment of the bills for the month from the Gas Fund in the amount of $474.91. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 7:58 PM.
