Rutledge Borough Council Meeting- January 6, 2014

 

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

 

After the salute to the flag, the following Council members answered roll call: M. Diane McGaughey, Marlaina Kloepfer, David Waltz, Brian Costello, Marie Govannicci, Tom Kopp, Daniel Werner,

 

Also present: Mayor Kevin Cunningham, Officer Stufflett, Robert Hunt, Jr., Esq.

 

Minutes:  MOTION by James Jones, Second by Diane McGaughey, to approve the minutes as submitted for the Council Meeting of December 9, 2013. Daniel Werner stated that, under Public Comment, it should state that the police were called because the dogs were barking. MOTION approved unanimously with noted change.

 

MOTION by Daniel Werner, Second by Diane McGaughey, to approve the minutes as submitted for the Work Session of December 23, 2013. MOTION approved unanimously.

 

Public Comment: None

 

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of December, 2013, and noted that the General Fund has a balance of $369.00 until 2014 taxes are collected.

 

Correspondence:

 

  1. Delaware County- $50,000.00 to repair Swarthmore Ave.
  2. PSAB- Training for New Council Members-various dates and locations
  3. James Jones- Letter of resignation from the Zoning Hearing Board.

     

    Tax Collector’s Report: Thomas Heron reported that $402,096.44 was collected as of 12/31/13. Accounts receivable as of 12 /31/13- 16 Real Estate taxes, 7 Sewer and 29 Per Capita – $31,931.60. Mr. Heron ordered the 2014 tax bills, which will be sent out on February 1, 2014.

    Code Enforcement Report: Harry Mirra read his report for December.

    1 Use & occupancy –house sold – 1 failed

    2 Correction Notices- boat on front lawn- removed

    Ten bags of trash- construction material- contractor must remove his trash

    2 Zoning Permits- Sidewalks- 1 completed, one pending

    Mayor’s Report: Mayor Kevin Cunningham read the Police report for December. There were:

    16 Parking Tickets

    Unity Terrace- hub caps stolen 3 times

    Unit block Sylvan Ave.- Customer dispute about a stromboli order

    100 Block Linden Ave.- Suspicious condition- footprints in the snow to the shed in the rear of the property.

    Mayor Cunningham will meet with the Pastor of Chambers Memorial Church. The Church will celebrate its 125th Anniversary, and will collect food for those in need. David Waltz asked that they not put the snow in the street when the Church parking lot is plowed. The Snow Jam will be on Saturday, February 1, 2014.

    Public Safety:  Tom Kopp stated that the December report is not completed. 2013 final alarms were 280. The Fire Co. has received its 4th call today. There was one call in Rutledge in December for a fire. The fire was out, and there was no fire damage. The Fire Co. received a thank you email from the mother for the fast response.

    Santa’s ride through town on Christmas Eve went well and moved at a good pace. The Fire Co. stopped at Mr. Black’s house. This is the 60th year that he has hosted a reception for the Fire Co. Mr. Kopp reminded residents to check in their elderly neighbors.

    Daniel Werner stated that there was an incident on Friday night, and he was impressed with the response of the Morton-Rutledge Fire Co. It is an all volunteer group, and there were a lot of young people, and it was very cold.

    4th of July: Marie Govannicci reported that the luminaries were put out. The wind blew them out and knocked them over. Ms. Govannicci thanked everyone who volunteered.

    Rutledge Girls’ Club– Nothing to report.

    Communication: Marlaina Kloepfer reported that the calendar on the website has been updated. Ms. Kloepfer needs the holiday trash schedule to post. Tonight’s pictures will be posted on the website. The Delaware County alert system has sent notices about the weather- they were not sent by the Borough. Ms. Kloepfer and the Mayor are working on the CodeRed system and reviewing the phone list that was purchased. They are not pleased with the vendor’s numbers which do not appear to be correct. Information will be in the newsletter and the website.

    Ordinance: Nothing to report.

    Trash: Nothing to report.

    Building: Diane McGaughey reported that the entry door to the garage has been replaced. Ms. McGaughey will get a price to replace the door to the CDCA office.

    Recreation: Nothing to report

    Sewer: Nothing to report

    Shade Tree Commission: Nothing to report.

    Finance: Nothing to report.

    Streets: David Waltz stated that Karl Eilinsfeld did a good job with the snow removal. Marie Govannicci stated that her husband was pleased with the plowing.

    Solicitor’s Report: Robert Hunt reported that there will be a Zoning Hearing on Thursday, January 23, 2014, at 7:30 PM. James Jones resigned from the Zoning Hearing Board, and there are two new members. Mr. Hunt drafted a continuance for Mr. Jones to sign, since the hearing will be after 60 of the date of his application.

    Sale of 206 Linden Ave.- the sale has not been processed- it should be completed by January 20, 2014.

    Old Business: Tom Kopp repaired the elevator. A 3-year test is required by the State by the end of March. Mr. Kopp recommended that the Borough get a maintenance contract.

 

New Business: David Waltz thanked Diane McGaughey for all of the work she has done as Council President.

 

There will be an arts and crafts show on April 5, 2014. The cost for a table is $10.00 for residents, and $15.00 for non residents.

 

Marlaina Kloepfer reported that the Delaware County Association of Boroughs will have its quarterly meeting on January 30, 2014, 7:00 PM at the Marcus Hook Borough Building.

 

David Waltz asked Council to think about which committees they would like to serve.

 

Chris Reife, Deputy Chief of the Fire Co., introduced the members and thanked Council for inviting them.

 

Public Comment: Karl Eilinsfeld, 223 Linden Ave., asked if anything can be done about the noise from the heater. The audience cannot hear what Council is saying. Daniel Werner stated that Council will discuss getting a public address system.

 

Bills for January 6, 2014: 

 

MOTION by Daniel Werner, Second by Tom Kopp, to approve payment of the bills for the month from the General Fund in the amount of $7,546.57. MOTION approved unanimously.

 

MOTION by Daniel Werner, Second by Diane McGaughey, to approve payment of the bills for the month from the Gas Fund in the amount of $1,936.22. MOTION approved unanimously.

 

MOTION by Daniel Werner, Second by Diane McGaughey, to approve payment of the bills for the month from the Sewer Fund the amount of $464.00. MOTION approved unanimously.

MOTION by Daniel Werner, Second by Diane McGaughey, to approve payment of the bills for the month from the PIB Loan Road Repair Fund in the amount of $9,342.16. MOTION approved unanimously.

 

Since there was no further business, the meeting was adjourned at 8:05 PM.
