Rutledge Borough Council Meeting-March 2, 2015

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: David Waltz, James Jones, Marlaina Kloepfer, Marie Govannicci, Tom Kopp, M. Diane McGaughey

Also present: Mayor Kevin Cunningham, Robert Hunt, Jr., Esq., Police Chief Brian Craig

Not present: Daniel Werner

Minutes: MOTION by Marie Govannicci, Second by Diane McGaughey, to approve the minutes as submitted for the Council Meeting of February 5, 2015. MOTION approved unanimously.

MOTION by Diane McGaughey, Second by Marie Govannicci, to approve the minutes for the Work Session of February 23, 2015. MOTION approved unanimously.

Public Comment: None

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of February 2015. MOTION by Diane McGaughey, Second by James Jones, to approve the February Treasurer’s Report as submitted. MOTION approved unanimously.

Correspondence:

  • PA State Association of Boroughs- Seminars schedule for the spring
  • EZ Living Concepts- Elevator Maintenance Contract
  • PA Local Government Training Partnership- Seminar – Managing Floodplain Development through the National Flood Insurance Program

Diane McGaughey stated that the Delaware County Association of Boroughs is having its Executive Board Meeting at Rutledge on March 9, 2015. There will be no spring banquet, but a picnic in May.

Tax Collector’s Report: Thomas Heron reported that, as of February 28, 2015, $39,135.05 was collected in current year taxes. That represents 8.4% of taxes in the discount period. All tax bills have been sent out.

Mayor’s Report: Mayor Kevin Cunningham read the Police Report for February 2015. There were 23 Parking Tickets, 7 traffic tickets and 2 traffic warnings.

Mayor Cunningham stated the Spring Jam music event will be on March 14, 2015, at 7:00 PM.

Public Safety: Tom Kopp read the Fire Co. report for February.

There were 19 calls with time in service of 10 Hours, 14 Minutes; 51 Hours 47 Minutes Manpower

Christmas tree sales were the most successful ever; Approximately $6,500.00 was made.

Property/Building Maintenance: Nothing to report.

4th of July Committee: Marie Govannicci reported that the Easter Egg Hunt will be on Saturday, March 28, 2015, at 2:00 PM at the Triangle Park. The rain date is March 29, 2015. The next Committee meeting is on April 13, 2015.

Recreation: Marie Govannicci reported that the field will be prepared for the softball season as soon as the weather gets warmer.

Rutledge Girls’ Club– The Club is in the process of softball signups.

Communication: Marlaina Kloepfer reported that the Committee will meet on March 12, 2015 at 7:30 PM. All are invited to attend. The Committee is looking into the capability of hosting videos of the public meetings on the website in an affordable manner.

Planning Commission: Marlaina Kloepfer reported that the Commission will meet on March 9, 2015. The Commission would like to clear old items that they have been carrying for some time.

Ordinance: Nothing to report.

Trash: Nothing to report.

Building: Nothing to report.

Sewer: James Jones reported that the sewer repair work at 213-215 President Ave. has been approved by Council, to be done by General Sewer Services, Inc.

Shade Tree Commission: Rachel Sten, Chair, stated that the Committee got shrubs from PHS. Ms. Sten had a meeting with the EAC. Ms. Sten stated that the Commission received 12 15’ trees that are 1 1/2”-2” in diameter. The trees are approximately chest level, and are to be planted at the Triangle Park. There is a digital map of where the trees are to be planted. She will attend the Communications Committee Meeting to explain the Commission’s proposed website, and would like a link to it on the Borough’s website.

Finance: Nothing to report.

Streets: David Waltz reported that Karl Eilinsfeld has been doing a great job plowing snow and salting the roads.

The Engineer is looking at the intersection of President Ave. and Waverly Terrace because it is cracking. Diane McGaughey stated that there is a big hole on Unity Terrace close to Swarthmore Ave. David Waltz stated that is will be patched when the weather gets better. Aqua PA is getting ready to do the street restoration on Melrose Terrace. Mr. Waltz is going to contact the Engineer to see how much it would cost the Borough to add funds to repave the whole block.

Solicitor’s Report: Solicitor Robert Hunt stated that he prepared a sample rental contract for weddings. Fees need to be decided. He referred it to Marlaina Kloepfer.

Old Business: Tom Kopp reported that the elevator was inspected on February 18, 2015. Mr. Kopp changed the battery on the elevator alarm so it stopped beeping.

A revised elevator maintenance contract was received from EZ Living Concepts.

New Business: Marie Govannici stated the welcome baskets have been prepared, and she needs the names and addresses of new residents. Marlaina Kloepfer had requests via Facebook from residents who are relatively new. Marie Govannicci stated that they would like to get a directory of businesses in the Borough.

Diane McGaughey stated that she has two things she would like the Code Enforcement Officer to look into.

MOTION by Marlaina Kloepfer, Second by Marie Govannicci, to go into Executive Session at 7:54 PM to discuss possible litigation with the Fire Co. MOTION approved unanimously.

MOTION by Marie Govannicci, Second by James Jones, to go out of Executive Session at 8:05 PM. MOTION approved unanimously.

Bills for March 2, 2015:

MOTION by Marie Govannicci, Second by James Jones, to approve payment of the bills for the month from the General Fund in the amount of $14,145.89. MOTION approved unanimously.

MOTION by Marie Govannicci, Second by Diane McGaughey, to approve payment of the bills for the month from the Gas Fund in the amount of $1,164.89. MOTION approved unanimously.

MOTION by Marie Govannicci, Second by Diane McGaughey, to approve payment of the bills for the month from the Sewer Fund in the amount of $128.00. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:06 PM.
