Greg Lebold, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
After the salute to the flag, the following Council members answered roll call: Greg Lebold, Tom Kopp, Mark King , Jack Borsch, Diane McGaughey and Kurt Morrison.

MOTION by Mark King, Second by Jack Borsch , to approve the minutes as submitted for the Council Meeting of February 4, 2008, and Work Session of February 25, 2008. MOTION approved unanimously.
Announcement: The Girls’ Peewee Softball Team won the division championship for 2007, and Theresa Kopp presented Council with the trophy.

Tax Collector’s Report: Not present
Treasurer’s Report – Gennifer Guiliano distributed the Cash Flow report for the month of February 2008.
Code Enforcement/Building Inspector Reports – Harry Mirra read his report for the month of February 2008:

Mayor’s Report – Scott Shields read the police report for February, 2008. 4 motor vehicle citations, 10 parking tickets, 12 police calls, 7 complaints, 1 assist to ambulance, 2 assist Fire Co.
Mayor Shields asked residents to let him or the Police Chief know of drivers that are running stop signs.
Chief Brian Craig notified residents that there is a vacant property report that can be filed with the Police when they are on vacation. The Police will check for any running water, and make sure the house hasn’t been broken into. An officer will check the property once a day, and there is no time limit.
Mayor Shields reported that a Communications Committee has been formed to write the Borough newsletter and update the Borough website.
CDCA is waiting for Nether Providence Twp. to agree to admit three new members to the Authority.
Ed McGaughey stated that COG members have been having trouble with Verizon workers entering private property without municipalities’ approval.
Herb Jackson reported that the new fire truck is in and everyone should be trained by April 1.
Committee Reports:
Ordinance/ Trash – Nothing to report
Building – Mark King reported that the Building Committee will meet with the new Building Code Officer, Tim Durham, on Tuesday to discuss procedures and guidelines.
Sewer– Jack Borsch met with the tree trimmers working at 214 President Ave., where they removed trees that were on top of the sewer main.
Mr. Borsch got an estimate from the Engineer for sewer work on the Borough’s mains.
1 Sylvan Ave. was cited for two false fire alarms- smoking on the 3rd floor, and having a fire drill without notifying the Fire Co.
Highway – Nothing to report
Recreation – Nothing to report
Public Safety – Tom Kopp reported that 2 compartments on the new fire truck have been completed.
Finance – Nothing to report
Solicitor’s Report: Not in attendance due to conflict
Old Business :
Kurt Morrison reported that the Borough has received grant funding and engineering plans for the rain garden part of the Stormwater Management Project at the Triangle Park. DEP and PEC need to approve the plans. MOTION by Kurt Morrison, Second by Diane McGaughey, to authorize the Borough Engineer to prepare bid documents for installation of a rain garden at the Triangle Park, as part of the Stormwater Management Project at the Triangle Park. MOTION approved unanimously.
Liz Feinberg is looking into a $500 grant for educational signage for the rain garden.
Greg Lebold stated that Bryan Lentz has $5,000-$10,000 allocated to Rutledge for improvements.
Mr. Morrison stated that he has actively pursued estimates for upgrades to the ballfield, but hasn’t heard back from anyone yet. The coaches would like to have port-a-potties at the Triangle Park during the softball season. They will be locked and secured when not in use. The Girls Club will pay $250.00. Mr. Morrison is working on the outfield fence.
Old Business: Jack Borsch reported that work need to be done on the Borough’s sewer mains in 6 places.
1) Cut lateral in sewer main at 209 linden Ave.
2) Grout joints 200 block President Ave.
3) Cut lateral in sewer main 203 Unity Terrace
4) 26 Linden Ave segment lined
5) 4 President replace 2 sections
6) 201 President repair lateral from top to bottom
Engineer’s estimates for the work in 6 locations is $26,000.
MOTION by Jack Borsch, Second by Kurt Morrison, to authorize the Borough Engineer to advertise bids for sewer repairs to the Borough’s mains in 6 locations. MOTION approved unanimously.
New Business: Mayor Scott Shields stated that he is 1st Vice President of the Delaware County Association of Boroughs. The organization is 6 people short of a full Board of Directors, and Rutledge can have another person from the Borough as a representative.
MOTION by Jack Borsch, Second by Kurt Morrison, to appoint Ed McGaughey, Borough Manager, as a representative to the Delaware County Association of Boroughs. MOTION approved with a majority vote of five- Diane McGaughey abstained from voting.
Diane McGaughey stated that she attended the Fire Co. Tri-Boro Task Force Meeting, and it was very informative.
Public Comment: Paul Mecouch, 34 Linden Ave., stated that daylight savings time starts on Sunday.
Bills for March 3, 2008:
MOTION by Diane McGaughey, Second by Jack Borsch, to approve payment of the bills for the month from the General Fund in the amount of $29,193.98. MOTION approved unanimously.
MOTION by Diane McGaughey, Second by Mark King, to approve payment of the bills for the month from the Gas Fund in the amount of $992.50. MOTION approved unanimously.
MOTION by Diane McGaughey, Second by Jack Borsch, to approve payment of the bills for the month from the Sewer Fund in the amount of 48.00. MOTION approved unanimously.
