Rutledge Borough Council Meeting- November 2, 2015

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: David Waltz, , Tom Kopp, Marie Govannicci, James Jones, M. Diane McGaughey, Marlaina Kloepfer

Also present: Mayor Kevin Cunningham, Police Chief Brian Craig, Robert Hunt, Jr., Esq.

Not Present: Daniel Werner

Public Comment: Patty Kennedy, 415 Unity Terrace, stated that she is frustrated with the parking on Unity Terrace. Her husband has ALS. There is only room for one car in her driveway, and people park on the street without moving the cars for weeks. David Waltz stated that the Borough will designate a handicap parking space in front of her home. Any vehicle with a handicap hang tag or license plate is allowed to park there.

Chief Brian Craig will look into the car with expired tags. It is a three day process before the car can be removed.

Minutes: MOTION by James Jones, Second by Diane McGaughey, to approve the minutes as submitted for the Council Meeting of October 5, 2015. MOTION approved unanimously.

MOTION by Marie Govannicci, Second by Diane McGaughey, to approve the minutes for the Work Session of October 26, 2015. MOTION approved unanimously.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of October 2015. MOTION by Marie Govannicci, Second by Diane McGaughey, to approve the October Treasurer’s Report as submitted. MOTION approved unanimously.

Tax Collector’s Report: Tom Heron reported that $447,147.02 has been collected as of October, 2015. Accounts Receivable- $21,283.15. Expected collection as of December 31, 2015-$468,430.17.

Outstanding taxes- 8 Real Estate, 7 Sewer, 34 Per Capita

Code Enforcement: No report.

Mayor’s Report: Mayor Kevin Cunningham read the Police Report for October 2015. There were 6 Parking Tickets, 2 traffic tickets and 3 traffic warning.

Mayor Cunningham reported that he gave out candy at the Borough Building to approximately 100 children.

The Mayor will contact the Silvertones about performing at the Tree Lighting ceremony.

Public Safety: Tom Kopp read the Fire Co. report for October.

There were 19 calls with time in service of 7 Hours, 4 Minutes; 32 Hours 19 Minutes Manpower

There were 3 Drills with time in service of 5 Hours; 19 Hours 30 Minutes Manpower

The Company participated in Fire Prevention Week.

The Fire Company handed out candy and checked candy on Halloween.

Finance: No report.

Property/Building Maintenance: Marlaina Kloepfer reported that paint samples were picked out for the renovations to the first floor meeting room. The renovations will take one week.

4th of July Committee: Marie Govannicci stated that the tree lighting ceremony will be on Monday, December 7, 2015, 7:00 PM. 2,500 bags will be put out for the luminaries on Christmas Eve. The sand will be out next to the garage.

Santa’s mailbox will be put out.

Two benches were donated to the Borough, and one needs to be repaired. They will be placed at the Triangle Park.

Ms. Govannicci has been working with the Tree Commission to develop a plan for the open space at Melrose Terrace and Linden Ave.

The 4th of July Committee’s name will be changed to Rutledge Borough Activities Committee, effective January 1, 2016.

Recreation: Marie Govannicci reported that the Welcoming Committee has given out five baskets to new residents.

Communication: Marlaina Kloepfer stated that there will be a meeting next Thursday at 7:30PM.

Planning Commission: Marlaina Kloepfer stated that there will be a meeting next Monday at 7:30 PM.

Ordinance: Nothing to report.

Trash: Nothing to report.

Building: Nothing to report.

Sewer: Jim Jones reported that he received a contract proposal from General Sewer Service for $10,000.00. Mr. Jones will check to see if the service includes jet washing and root cutting in the sewer mains. He reported that there are no grants available for sewer work. He has been working with the Borough Engineer to find money for sewer repairs in the Borough.

Shade Tree Commission: Marie Govannicci reported that the commission will plant a tree for the tree lighting ceremony. They are looking for a hearty type.

Streets: Nothing to report.

Solicitor’s Report: Solicitor Robert Hunt reported that he has drafted a revised ordinance for the 2015 Property Maintenance Code.

Solicitor Hunt is waiting to hear from FEMA for approval of the floodplain ordinance.

Mr. Hunt is working with the Secretary on the 2016 Budget documents.

Old Business: None.

New Business: MOTION by Marie Govannicci, Second by Jim Jones to hire Mark Bascelli as the Borough’s Highwayman/Building Maintenance employee. MOTION approved unanimously.

MOTION by Marlaina Kloepfer, Second by Jim Jones, to authorize the advertisement of an ordinance to adopt the 2015 Building Maintenance Code. MOTION approved unanimously.

Public Comment: None

Bills for November 2, 2015:

MOTION by Jim Jones, Second by Marie Govannicci, to approve payment of the bills for the month from the General Fund in the amount of $81,995.63. MOTION approved unanimously.

MOTION by Jim Jones, Second by Marie Govannicci, to approve payment of the bills for the month from the Gas Fund in the amount of $686.59. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 7:59 PM.
