Rutledge Borough Council Meeting-November 3, 2014

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: David Waltz, Tom Kopp, James Jones, Marlaina Kloepfer, Daniel Werner, Marie Govannicci, M. Diane McGaughey

Also present: Mayor Kevin Cunningham, Robert Hunt, Jr., Esq., Police Chief Brian Craig

Minutes: MOTION by Diane McGaughey, Second by James Jones, to approve the minutes as submitted for the Work Session of October 27, 2014. MOTION approved unanimously.

Public Comment: None

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of October 2014. MOTION by Daniel Werner, Second by Diane McGaughey, to approve the Treasurer’s Report as submitted. MOTION approved unanimously.

Correspondence:

Tax Collector’s Report: Thomas Heron reported that $462,277.73 has been collected as of October 31, 2014. Accounts receivable as of October 31, 2014 is $19,706.30- 6 Real Estate, 8 Sewer, 42 Per Capita. $481,984.03 should be collected as of 12/31/2014. Mr. Heron gave the Secretary a check for $1,884.59.

Code Enforcement Report: Gennifer Guiliano read Harry Mirra’s read his report for October:

Checked for leaves on the sidewalks and curbs. Gave notices where required.

7 Zoning permits

Mayor’s Report: Mayor Kevin Cunningham read the Police Report for October 2014. There were no Parking Tickets, 2 Traffic Citations 2 Traffic Warnings.

Mayor Cunningham stated that the Silvertones will sing at the Tree Lighting Ceremony on Monday,

December 1, 2014, 7:00 PM. A tree was planted in front of the Community Center and will be used for the ceremony.

The Mayor stated that Election Day is tomorrow, and it is important that residents vote.

Mayor Cunningham had a discussion with Police Chief Craig regarding parking, barking dogs, and response time.

Public Safety: Tom Kopp read the Fire Co. report for October. There were 21 Calls, time in service 8 hours 39 Minutes, 09 persons, 2 assist to EMS, 11 assist to Swarthmore, 3 assist Springfield, 2 Training 2 Hours, 30 Minutes.

Mr. Kopp reminded residents that daylight savings time has started, and to change the batteries in their smoke and CO2 detectors. Replace any smoke detectors that are 10 years old. Be careful of children coming home from school. Leaves on the highway are very slippery, so please use caution.

Property/Building Maintenance: Diane McGaughey reported that the Triangle Park was listed as one of the best parks in Delaware County by the Delaware County Daily Times.

Ms. McGaughey reported that there was an article in the Delaware County Daily Times about the MMEAC and AFewSteps.org that gave basic information about the organizations and their activities. They will work with Chambers Memorial Church on a free energy audit.

Ms. McGaughey got together a folder about building rentals. Someone is needed to perform the custodian duties for the hall rentals of Thanksgiving and the following week.

Rutledge Borough received a $2,000.00 PECO Growing Greener Grant that is to be given the Tree Commission. The information was turned over to Marie Govannicci because she is the Recreation Chair. Ms. McGaughey stated that she has people who will match the grant as required. Ms. Govannicci needs to contact Paul Garrity to set up a procedure so that the people who are donating can deduct the donations on their taxes.

Ms. McGaughey received an estimate to replace the floor tiles behind the bar and the bathrooms on the second floor.

Ms. McGaughey reported that she received a letter of resignation from Carlynn Barrett, Rental Custodian.

Ms. McGaguehy would like to have a meeting agenda.

4th of July Committee: Marie Govannicci reported that the Committee will meet on Monday to get ready for the tree lighting ceremony and the luminaries.

Recreation: Nothing to report.

Rutledge Girls’ Club– The Club will bring its trophy for the Borough to display.

Communication: Marlaina Kloepfer reported that pictures of the tree planting were posted on the Borough website and Facebook.

Planning Commission: Marlaina Kloepfer stated that there is no meeting this month.

Ordinance: Nothing to report.

Trash: Nothing to report.

Building: Daniel Werner stated that he calculated the fees and approved three building permit applications, and they are ready to be sent to Catania Engineering.

Sewer: James Jones reported that the sewer repairs at 32 President Ave. and 213 President Ave. were worked on today. Bigger problems were found at 213 President Ave.

Shade Tree Commission: Marie Govannicci reported that the Commission planted a beautiful tree in front of the Community Center.

Finance: Daniel Werner reported that he is working on the 2015 Budget.

Streets: David Waltz stated the repairs to Swarthmore Ave. will be done within the next two weeks.

Solicitor’s Report: Solicitor Robert Hunt stated that he is preparing the 2015 Budget documents.

MOTION by Daniel Werner, Second by James Jones, to go into Executive Session at 7:49 PM to discuss personnel issues and salaries. MOTION approved unanimously.

MOTION by Marie Govannicci, Second by James Jones, to end Executive Session at 8:04 PM. MOTION approved unanimously.

Old Business: David Waltz stated that two letters were sent to the Fire Co. to cease operation of cheerleading.

Marie Govannicci thanked the Tree Commission for planting the tree in front of the Community Center. Thomas Kopp reported that the elevator was inspected two weeks ago. Mr. Kopp is looking for a company that will have a planned maintenance contract with the Borough.

New Business: None.

Public Comment: Carlynn Barrett, 237 Linden Ave., stated that she is the Hall Rental Custodian, and submitted her resignation, effective tonight.

Sarah Hill, 12 Rutledge Ave. was walking her dog, and reported that the cheerleading practice is still going on at the Fire House. Ms. Hill stated that everyone is getting wrapped up in the use of the building, and should figure out why it happened in the first place. She appreciates what Council does. The same thing happened last week at the Work Session- Council Members acting independently outside of Council Meetings. Ms. Hill stated that she has not heard the cheerleaders until tonight.

Bills for November 3, 2014:

MOTION by Daniel Werner, Second by Marie Govannicci, to approve payment of the bills for the month from the General Fund in the amount of $14,385.09. MOTION approved unanimously.

MOTION by Daniel Werner, Second by Marlaina Klopfer, to approve payment of the bills for the month from the Gas Fund in the amount of $842.82. MOTION approved unanimously.

MOTION by Daniel Werner, Second by Marie Govannicci, to approve payment of the bills for the month from the Sewer Fund in the amount of $570.00. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:11 PM.
