Public Comment
Honoring Officer Hinkley of the Swarthmore Police Department; Chief Stufflet shares his thanks and appreciate to Officer Roger Hinkley and to his wife, Andrea, for thirty years of service.Kevin Cunningham is invited to speak and shares anecdotes and stories of Hinkley’s time in and service to Rutledge. Officer Hinkley shares sentiments of retiring and his hope that he has improved lives and it will be paid forward. Council President Roberts gives thanks to Hinkley for his lasting impression on Rutledge and his commitment to community, even stopping at the lemonade stands in Rutledge.

Decision by Friday afternoon.
Chilly Banana Truck is still planning to attend.

Ordinance CommitteeInformation SharingTimeline update from General Code on Recodification Process: Draft is expected to be delivered at the end of October. The Borough of Rutledge will have 45 days to review. This will include all changes (spelling, syntax, gender neutral language, etc).Discussion around advertising cycle and, because it includes zoning, a double advertising period is required.

Expected to be available in January; Parks will connect with Catania on next steps.Heidi thanks Tim Kearney and Dave Delloso for their advocacy.Triangle Park Clean Ups – 9/19 and 9/26 from 9-11AM. One bedding cleared this past weekend; the team will reconvene this weekend. Thank you to the Mitchchelli’s for their support!We have received the $96,000 reimbursement from the state for the shade structure.Stormwater Project Update: Must close out 2023 Grant by end of SeptemberStormwater Project Update: Grass and fence.Grant Totals:2023 Grant (85/15): $150,000 + $26,500 (match)=$176,5002026 Grant (85/15): $255,000 + $45,000 (match)=$300,000TOTAL $476,500We have paid $395,701.67 to Joseph J Danielle to date (we have been trying to get reimbursed from the state for this). We have paid some of Catania’s bills for this project but not all of them. CE fee should not exceed $59,971.

Planning CommissionInformation Share – Raw Data from Comp Plan Survey being shared. Formal discussion at first October meeting. About 5% response rate. Community Facilities and Transportation came as the highest categories of interest. RBPC Member Alexandra shares her method for collecting responses and effort to make it a good sampling from across the neighborhood. Reiterates that Community Facilities (park) and Transportation (traffic during rush hour).Chief Stufflet shares there are roughly 20-26 monthly bus stop camera tickets issued each month.
Shade Tree CommissionDiscuss additional funding for 2027 budget for oak treesProposal to fund partial (50% potentially) for up to 7 trees to incentivize residents to purchase larger trees to restore the canopy in Rutledge.
