Judge Greg Mallon administered the Oath of Office to newly elected Borough Officials: Kevin Cunningham, Thomas Kopp, David Waltz, Marlaina Kloepfer, and James Jones.
The Reorganization Meeting of Rutledge Borough Council was called to order by Mayor Kevin Cunningham, on January 6, 2014 at 7:00 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA .
Council President – Mayor Cunningham called for nomination of Borough Council President. MOTION by Tom Kopp, to nominate David Waltz as Council President. MOTION by Marlaina Kloepfer to nominate M. Diane McGaughey as Council President. David Waltz was voted Council President with a majority vote. Votes for M. Diane McGaughey – 3 (M. D. McGaughey, D. Werner, M. Kloepfer) Votes for David Waltz- 4 ( D. Waltz, J. Jones, T. Kopp, and M. Govannecci)
Vice President – Council President David Waltz called for nomination of Borough Council Vice President. MOTION by Tom Kopp to nominate James Jones as Council Vice President. No other nominations were received. Nominations were closed. James Jones was voted Council Vice President with a majority vote.
The meeting was turned over to David Waltz, Council President. President Waltz noted that Council was organized. All Council members accepted their seats on Borough Council.

Appointments –
Borough Secretary – MOTION by Daniel Werner, Second by James Jones, to nominate Gennifer Guiliano for appointment of Borough Secretary. No other nominations were received. Nominations were closed. MOTION to appoint Gennifer Guiliano as Rutledge Borough Secretary approved unanimously.
Treasurer – MOTION by Thomas Kopp, Second by Diane McGaughey, to nominate Gennifer Guiliano for appointment of Treasurer. No other nominations were received. Nominations were closed. MOTION to appoint Gennifer Guiliano as Rutledge Borough Treasurer approved unanimously.
Solicitor – MOTION by Daniel Werner, Second by Diane McGaughey, to nominate Robert S. Hunt, Jr., Esq. as Borough Solicitor. No other nominations were received. Nominations were closed. MOTION to appoint Robert S. Hunt, Jr., Esq. as Borough Solicitor approved unanimously.
Borough Engineer – MOTION by Thomas Kopp, Second by Daniel Werner, to nominate Catania Engineering Associates, Inc. as Borough Engineer. No other nominations were received. Nominations were closed. MOTION to appoint Catania Engineering Associates, Inc. as Borough Engineer approved unanimously.
Building Inspector – MOTION by Daniel Werner, Second by Tom Kopp, to nominate Catania Engineering Associates, Inc. as Building Inspector for building and plumbing inspections. No other nominations were received. Nominations were closed. MOTION to appoint  Catania Engineering Associates, Inc. as Building Inspector approved unanimously.
Health Inspector – MOTION by Thomas Kopp, Second by Marie Govannicci, to nominate David Teachey, MD for appointment as Borough Health Officer. No other nominations were received. Nominations were closed. MOTION to appoint David Teachey MD as Borough Health Officer approved unanimously.
Fire Marshall – MOTION by James Jones, Second by Marie Govannicci, to nominate Tom Kopp for appointment as Fire Marshall. No other nominations were received. Nominations were closed. MOTION to appoint Tom Kopp as Fire Marshall approved unanimously.
Zoning – MOTION by James Jones, Second by Thomas Kopp, to nominate Heidi Sentivan for appointment as Zoning Hearing Board Chairman. No other nominations were received. Nominations were closed. MOTION to appoint Heidi Sentivan as Zoning Hearing Board Chairman approved unanimously.
Depositories – MOTION by Thomas Kopp, Second by Marie Govannicci, to designate PLGIT Investment Trust and TD Bank as Bank Depositories for the Borough of Rutledge funds. MOTION approved unanimously.
Liaison Member to 4th of July Committee – MOTION by Thomas Kopp, Second by James Jones, to appoint Marie Govannicci as liaison member to the 4th of July Committee. MOTION approved unanimously.
MOTION by Marlaina Kloepfer, Second by Tom Kopp, to appoint Len Warren, United Inspections as electrical inspector. MOTION approved unanimously.
MOTION by James Jones, Second by Daniel Werner, to appoint Gennifer Guiliano as the Right To Know Officer. MOTION approved unanimously.
MOTION by James Jones, Second by Thomas Kopp, to appoint Gennifer Guiliano as the Recycling Coordinator. MOTION approved unanimously.
MOTION by James Jones, Second by Marlaina Kloepfer, to appoint Caycee Conallen as a Zoning Hearing Board Member. MOTION approved unanimously.
MOTION by Marlaina Kloepfer, Second by Daniel Werner, to appoint Robert Bagonis as a Zoning Hearing Board Alternate. MOTION approved unanimously.
MOTION by Thomas Kopp, Second by Daniel Werner, to adjourn the Organization Meeting at 7:19 PM. MOTION approved unanimously.
