David Waltz, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
After the salute to the flag, the following Council Members answered roll call: David Waltz, Marlaina Kloepfer, Marie Govannicci, Diane McGaughey, Daniel Werner, James Jones, Tom Kopp
Not present: Mayor Kevin Cunningham, Robert S. Hunt, Jr., Esq.
David Waltz stated that Council went into Executive Session at the Council Meeting on April 6, 2015 to discuss a legal matter.
Borough Property/Building: Nothing to report.
Building– Dan Werner reported that a revised and reviewed a shed permit.
Finance– Dan Werner stated that the bulk of 2015 taxes have been collected.
Public Safety –Tom Kopp reported that there has been a lot of activity at the Fire Co. Public Safety Day went well. Mr. Kopp asked when the sand will be removed from the driveway. Ms. Govannicci stated that it will be removed on the weekend.
Recreation – Marie Govannicci reported that the work at the infield has been completed. J. Jansen and Dave Waltz came to the field to correct the pitcher mound. Workers from Ridley Park Borough came to help, and showed Dave Waltz how they prep their field. Mr. Waltz gave Karl Eilinsfeld instructions on how to maintain the field. Mr. Jansen helped dig the holes for the trees that were planted at the park. Ms. Govannicci stated that she will order new basketball nets and swings.
Tree Commission – Marie Govannicci reported that 8 trees were planted at the Triangle Park. Two arrived dead. Marie Govannicci thanked everyone who helped plant the trees. There were a lot of new faces. Rachel Sten gave out handmade necklaces to the volunteers. Ms. Sten will get mulch for the trees when the Committee gets the Borough’s donation.
4th of July– Marie Govannicci reported that there will be a meeting to plan the July 4th festivities.
Streets : David Waltz is trying to negotiate with Aqua PA regarding the paving of Melrose Terrace. Diane McGaughey asked if we will get 15 MPH street signs for the terrace. Mr. Waltz will ask the Police Chief for more coverage on the terraces and to issue tickets. Any changes will require a new ordinance.
Trash: Nothing to report.
Sewer: Jim Jones reported that the sewer work at 213-215 President Ave. has been completed by SWERP and General Sewer Services. When sleeving the sewer mains, the laterals must be cut to allow the sleeve to be inserted.
Communications- Marlaina Kloepfer reported that there will be a Communications Committee Meeting on May 14, 2015, at 7:30 PM. Pictures have been posted on the Borough’s website of the tree planting, the first softball game, and the rain barrel workshop.
The door hanger correction notices and 3-part correction notices requested by the Code Enforcement Officer have been edited and will be ordered for a total of $300.00.
Planning Commission – The Planning Commission will have a meeting on May 11, 2015.
Mayor’s Report – No report.
Solicitor’s Report –No report.
Old Business– Nothing to report.
New Business – Tom Kopp reported that there is a fox in his yard that is digging holes.
The street signs for Unity Terrace & President Ave. were found in Ridley Park by Marilynne Hinckle, who returned them.
Diane McGaughey and Gennifer Guiliano attended a luncheon hosted by Spirit News Network. The company is recognized by Delaware County as a publication in which bids and legal notices may be advertised. The cost for classified ads is much lower than publications in the area.
An application was received for bartender.
The Tax Collector submitted a copy of the 2014 delinquent real estate taxes that was submitted to the County, and a list of delinquent sewer and trash bills.
1 Sylvan Ave. does not apply for an annual apartment license. Mr. Waltz will ask the Solicitor to look into the matter.
Mr. Waltz asked Diane McGaughey to remove the desk that she owns from the Borough Office because he is getting a new one.
