Rutledge Borough Work Session-January 24, 2014

David Waltz, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: Diane McGaughey, Marlaina Kloepfer,  David Waltz, Tom Kopp, James Jones

Also present: Mayor Kevin Cunningham, Robert Hunt, Jr., Esq.

Not Present:Marie Govannicci, Daniel Werner

David Waltz stated that Rutledge Borough is entitled to a School Board seat. Mr. Waltz will send a letter. Sally Morbeck is on the School Board using a Swarthmore Borough seat.

Public: Sid stated that he is under contract to purchase 230 President Ave. He and his wife want to have a home business to teach acoustic voice lessons using a piano. Students are high school aged, and one student will be taught at a times. Lessons will be fewer than 30 hours per week. Solicitor Hunt will review the proposal to see if it is a major or minor home occupation, and send a letter to Sid.

Building: Diane McGaguhey reported that she has gotten estimates to replace the CDCA Office door and paint the ceiling in the upstairs hall. The painter needs to check if the roof is okay. There will be a Craft Fair in April. The Fire Co. and Girls’ Club have been asked to sell food. Chambers Memorial Church will sell baked goods and have a food drive. Some people were offended by the use of “Chinese Auction” in the promotional flyer.

Communication: Marlaina Kloepfer reported that the Committee is looking at the ordinances posted on the website. Last call for newsletter topics is February 1, 2014. The website will be updated with the new Committee appointments.

Finance: Nothing to report.

Ordinance: Marlaina Kloepfer reported that the Planning Commission met two weeks ago and reviewed the rental contracts and made notes to update. The Committee also looked at the parking ordinance and how many feet a car should be parked from a stop sign. The Planning Commission has decided to leave the fence ordinance as is for now. There is a meeting on February 10, 2014. There may be County funds to assist the Planning Committee. The Commission recommended that a summer intern be engaged for the summer months.

Public Safety: Tom Kopp reported that the Fire Co. received its first check for the clothing shed at AmVets. The Fire Co. has had a busy season with the weather.

Recreation: Nothing to report.

4th of July Committee: Nothing to report.

Trash: Nothing to report.

Sewer: Nothing to report.

Tree Commission: Nothing to report.

Highway: Nothing to report.

Mayor: Mayor Kevin Cunningham reported the Snow Jam will be on Saturday from 7-10PM. The Souper Bowl of Caring is on Sunday, and canned goods will be collected for the food bank. Softball signups will be in February.

Old Business: Tom Kopp reported that Advance Elevator Co. will do the three-year pressure test on the elevator that is required by the State, and suggested that the Borough get a maintenance contract.

Mr. Kopp reported that the Fire Co. will try to recover some costs of fires for use of equipment or damages to equipment from the insurance company of the resident. The Borough needs to pass an ordinance. Mr. Kopp presented a copy of the ordinance passed by Morton Borough. The ordinance can be advertised in the Swarthmorean.

David Waltz inquired if the Borough has a Use & Occupancy Ordinance.

The County Act 537 Plan has not been approved by Rutledge Borough. There is nothing that can be done regarding the DELCORA/Philadelphia Water Co. agreement signed that commits CDCA to paying for the City’s Long Term Control Plan.

David Waltz reported that he is trying to get more salt. One-half palette was delivered on January 21, 2014.

New Business: David Waltz reported that expenses over $100.00 have to be approved by Council in advance of the purchase, except for emergencies. The purchase of a Canon copier toner cartridge is approved up to a cost of $180.00.

PennDOT sent a letter to request that the Borough submit prices to be charged for replacement manholes under the Mater Casting Agreement.

Tom Kopp reported that the streetlight at Morton Ave. and Sylvan Ave. is still going on and off. Charles Higgins & Son have repaired it twice, so far.

The MS4 Annual Report for stormwater management was prepared by Catania Engineering and approved by DEP.

Catania Engineering prepared the paperwork for the Borough to apply for County Aid for Road Repair for 2014- $50,000.00 and $1,485.00.

Catania Engineering Associates submitted an erosion and sediment control plan for Morton Ave. pedestrian improvement .

Robert Hunt stated that ordinance 15-601 – Snow Emergency – the Mayor may issues a snow emergency and put up temporary no parking signs, and get the information to residents through the CodeRed Alert System, and any means of media available.

Jim Jones suggested that the Borough have Community Access on the local cable TV channel.

Marlaina Kloepfer reported that the Delaware County Association of Boroughs will have its quarterly Meeting in Marcus Hook on Thursday, January 30 at 7:00 PM.

Since there was no further business, the meeting was adjourned at 8:55 PM.
