David Waltz, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
After the salute to the flag, the following Council Members answered roll call: David Waltz, James Jones, Daniel Werner, Tom Kopp
Also Present: Mayor Kevin Cunningham, Robert S. Hunt, Jr., Esq.
Not present: Diane McGaughey, Marlaina Kloepfer, Marie Govannicci
Borough Property/Building: President Waltz stated that he has taken over the Property/Borough Building Committee. The Borough will begin to rent the hall for weddings, and a separate contract will be prepared by the Solicitor.
Building– Nothing to report.
Finance– Nothing to report.
Public Safety – Tom Kopp presented a proposal for a maintenance contract for the elevator, which was referred to the Solicitor for review. Mr. Kopp stated that there is only one key for the elevator. A copy of the key should be made and placed in the control room. The NVRIC informed the Fire Co. that Al Quada has instructions to carry out an attack in the US, and asked that they keep up with and review procedures for emergencies.
The Fire Co. has received a multitude of alerts from the County regarding the upcoming snowstorm. The Fire Co. is ready for the storm.
A resident on Sylvan Ave. died in his apartment over the weekend.
Recreation – No report.
Tree Commission – No report.
4th of July– No report.
Streets : David Waltz reported that the Borough has plenty of salt and is ready for the snowstorm.
Trash: Nothing to report.
Sewer: James Jones submitted a bill from General Sewer Service for the work done at 32 President Ave. & 213 President Ave. Mr. Jones is waiting for a price to complete the work at 213 President Ave.
Communications – No report.
Planning Commission – No report.
Mayor’s Report – Kevin Cunningham reported that Chambers Memorial Church will have a Souper Bowl of Caring on January 31. Signs were posted on some residents’ properties. Residents are asked to place canned goods and nonperishable food items in a bag outside of the properties. The bags will be picked up on Saturday, beginning at 10:00 AM, and delivered to the church. Last year, Rutledge Borough had the highest percent of food donated per household.
Mayor Cunningham would like to have a Snow Jam on March 14, 2015, the same day as the Craft Show.
Mayor Cunningham asked Marlaina Kloepfer to send an email and a post on the website asking residents to park in their driveways during the snowstorm.
Solicitor’s Report – Solicitor Robert Hunt reported that he will review the elevator contract. Solicitor Hunt has been researching sewers and any ordinances that explain who is responsible for repairs due to tree roots. There is an ordinance that does not allow trees to be planted within 10 feet of the Borough’s sewer mains. He is waiting for a hearing date for the Fire Co./cheerleading issue.
Old Business– David Waltz stated that he is working on the loan application, and asked the Secretary to gather the needed financial reports.
New Business – David Waltz asked the Secretary to contact the Code Enforcement Official to check sidewalks in the Borough to make sure they are cleared of snow and ice.
James Jones asked if the Committee Meetings could be held on the same nights as the Work Sessions. David Waltz suggested that the Borough discontinue paying the Fire Co. an extra $200.00 per month principle payment, since we are getting a loan to pay off the mortgage.
MOTION by David Waltz, Second by Jim Jones, to discontinue the addition $200.00 principle payment on the monthly mortgage payment to the Fire Co., beginning with the February 2015 payment. MOTION approved unanimously.
