Rutledge Borough Work Session- July 22, 2013

Diane McGaughey, Council President, opened the scheduled Work Session Meeting at 7:40 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council Members answered roll call: Diane McGaughey, Tom Kopp, Marie Govannicci, Marlaina Kloepfer,  David Waltz

Also present: Mayor Kevin Cunningham, Robert Hunt, Jr., Esq., Kim Brown, Christopher Corcoran

Not Present: Brian Costello, Daniel Werner

Council met with prospective Planning Commission members Kim Brown and Christopher Corcoran and reviewed the requirements.

Building: Nothing to report.

Communication: Marlaina Kloepfer reported that a Borough bulletin will be published every three months. It will be put out online, and hard copies will be available in the Borough Office. Diane McGaughey suggested that the first one be mailed out to residents.

Finance: Diane McGaughey requested financial needs for 2014.

Ordinance: Diane McGaughey gave the Solicitor ordinance to be considered regarding vacant properties.

Property/Borough Building: Diane McGaughey stated that the floors downstairs in the Community Center will be stripped and waxed on Friday. The fire whistle has been removed from the roof.

Public Safety: Tom Kopp stated that Jack Breslin would like to get into the Borough building to remove the wire that was connected to the fire whistle, and make sure there are no leaks. Mr. Kopp reported that some of the neighbors were upset that the whistle was removed.  The SPCA will have low cost clinics at the Morton-Rutledge Fire Co. Dates to be determined.

Recreation: Marie Govannicci reported that the “Young Lungs at Play” signs have been received, for a total of four signs to be posted at the Triangle Park. The red sliding board has a hole in it and cannot be repaired. It should be removed immediately. Ms. Govannicci looked at some equipment to replace the slide.

4th of July Committee: Nothing to report.

Rutledge Girls’ Club: Nothing to report.

Trash: Nothing to report.

Sewer: Nothing to report

Tree Commission: Nothing to report.

Highway: David Waltz spoke with Joseph Sucher & Sons, who will do a change order for the curbing on Waverly Terrace for $26,670.00. MOTION by David Waltz, Second by Tom Kopp, to approve the curbing on Waverly Ave., between Sylvan and Rutledge Aves., by Joseph Sucher & Sons, Inc., at a cost of $26,670.00, subject to the Solicitor’s review. MOTION approved unanimously.

 

Mayor: Kevin Cunningham reported that the Swarthmore Police will install the no parking signs for the road repair project. The Mayor attended a meeting with Morton Borough’s recycling committee. There will be an electronic recycling collection on September 7, from 12PM – 2PM on Saturday, September 7, 2013, at the former Rutledge Fire Co. building.
The Morton-Rutledge Fire Co. will hold its Horseshoe Tournament on Saturday, September 14, 2013, at the Triangle Park. The rain date is September 15, 2013.

Diane McGaughey, 414 Unity Terrace, reporting as a resident, that she was driving on Unity Terrace, and made a left onto Linden Ave. There was a driver on Linden Ave., making a right onto Unity Terrace, with whom she almost collided because of the truck parked on the corner of Unity Terrace. It obstructs the view. Ms. McGaughey suggested that the “No Parking From Here to Corner” sign be moved further back so that there is room to see.

Solicitor’s Report: Solicitor Robert Hunt reported that an amended parking ordinance was distributed to the ordinance committee. Another amended police contract was distributed that authorizes the Borough to sign a contract with Swarthmore Borough. MOTION by Marie Govannicci, Second by David Waltz, to authorize advertisement of the police contract ordinance.  MOTION approved unanimously.

Old Business: Nothing to report.

New Business: David Waltz reported that Radnor Township passed an ordinance regarding feral cats. If anyone feeds feral cats, they will be considered the owner, and can be fined $300.

Diane McGaughey reported that A Few Steps.Org will set up a table at the Community Yard Sale. The organization had a photo contest, and would like to display the photos at the Rutledge Community Center.

The Delaware County Crisis Center sent handouts that are available to residents.

Since there was no further business, the meeting was adjourned at 8:30 PM.
