Rutledge Borough Work Session-June 6, 2016

David Waltz, Council President, opened the scheduled Borough Council Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.

After the salute to the flag, the following Council members answered roll call: David Waltz, Marie Govannicci, Kimberly Brown, Jim Jones

Also present: Police Chief Brian Craig, Mayor Kevin Cunningham, Michael F. Culp, Esq.

Not Present: Tom Kopp, John Shingle, Marlaina Kloepfer

Public Comment: Cathy Meyers, 210 President Ave. stated that the trash contractors left one can uncollected, and they throw the cans in the street. Mrs. Meyers called them four times, and then took the can in so the trash would not end up in the street. Mrs. Meyers stated that she purchased trash cans at a cost of $100.00 each that can be used by the lift on the trash trucks. The cans now have holes in them from being thrown around.

Dennis Meyers, 210 President Ave., stated that they must have different crews. Sometimes the cans are left where they were placed by the residents. Other times, they are thrown in the street. Sometimes, the cans are left in the apron, and Mr. Meyers must get out of his car and move them so that he can drive into his driveway when he comes home from work.

Jim Jones reported that the trash and cans must weigh 50 pounds or less. Mr. Waltz stated that Suburban Waste will be contacted about the problem.

Minutes: MOTION by Marie Govannicci, Second by Jim Jones, to approve the minutes as submitted for the Council Meeting of March 7, 2016. MOTION approved unanimously.

MOTION by Marie Govannicci, Second by Kim Brown, to approve the minutes as submitted for the Council Meeting of May 2, 2016. MOTION approved unanimously.

MOTION by Marie Govannicci, Second by Kim Brown, to approve the minutes as submitted for the Work Session of May 23, 2016. Mayor Cunningham stated that the Rutledge Activities Committee Meeting date is June 23, not July 23.  MOTION approved unanimously with noted change.

Treasurer’s Report: Gennifer Guiliano distributed the Treasurer’s Report for the month of May 2016. MOTION by Marie Govannicci, Second by Jim Jones, to approve the May Treasurer’s Report as submitted. MOTION approved unanimously.

  • Delaware County Council – Brandywine Valley SPCA will contract directly with municipalities for animal control services.

  • Fire Chief Dean Kemp- emailed May Report- will not be able to attend the Council Meeting
  • Delaware County Planning Dept.- Initiating a project to identify and catalog all municipal environmental ordinances being used in the County. Requesting copies of Rutledge’s ordinances.
  • Providence Animal Center – The Delaware County SPCA changed its name to Providence Animal Center-Humane Society Police Officer Bill Vernon has retired, and Ron Riggle will take on the role of investigating animal cruelty cases.
  • Marlaina Kloepfer will not be able to attend the Council Meeting.
  • Community Church of Folsom- Would like to use the Triangle Park for a whiffle ball tournament on July 16, 2016.

Tax Collector’s Report: No report.

Code Enforcement: No report.

Mayor’s Report: Mayor Kevin Cunningham read the Police Report for May 2016. There were 21 Parking Tickets, and 4 traffic warnings.

Mayor Cunningham thanked everyone for their help at the Memorial Day Observance. Alan Smith played the bugle, the Morton-Rutledge Fire Co. and the Swarthmore Police and approximately 20 residents attended.

Public Safety: Kim Brown read the Fire Co. report for May. There were:

3 Training Sessions Time in service 8H 30M

Planning Commission: Kim Brown reported that the Commission is working on ordinances. The Code Official gave comments on the fire pit ordinance.

Building/Permits: Nothing to report.

Finance: Nothing to report.

Property/Building Maintenance: Nothing to report.

Rutledge Activities Committee: Marie Govannicci reported that there will be meetings on June 13 and June 27 in preparation for the July 4th activities. Letters will be sent for donations of $30.00 to cover July 4th activities and the luminaries.

The committee needs volunteers to help with the activities.

There is a T-shirt sale that will be posted on the website and Facebook.

Rutledge Girls’ Club : The season is still going on.

Activities Committee: Marie Govannicci reported that there is a request to use the Triangle Park for a whiffle ball tournament by the Community Church of Folsom. Permission is been granted.

Communication: Nothing to report.

Trash:  Nothing to report.

Sewer: Jim Jones reported that he is waiting for a response from General Sewer Service regarding 106 Unity Terr.

Shade Tree Commission: Marie Govannicci reported that there will be a meeting on June 16, 2016.

Streets: David Waltz reported that the highwayman has been patching potholes. Work on the garage will be done over the summer. Blocks will be donated by Fizzano.

Mr. Waltz reported that he is working on the streetlight replacement project. Funds will be provided by a loan from DVRFA. The cost is $25,000.00. The Borough will realize tremendous savings in electricity. The loan will be for $125,000.00, and will pay off the mortgage with the Fire Co., the streetlights, sewer work, and repairs to the Borough building.

Solicitor’s Report: Nothing to report.

Old Business: Marie Govannicci reported that a check for $87.43 was received from Chik-fil-A for the Girls’ Club from the fundraiser.

New Business: David Waltz stated that there was an article in the Inquirer about neighborhoods that have been taken over by the State. We have been fortunate that we have good records and have had no problems with the audits. It is getting harder and harder to keep taxes down. Mayor Cunningham reported that Rutledge has been in the top 10 of great places to live in PA.

Public Comment: None.

Bills for June 6, 2016: 

MOTION by Marie Govannicci, Second by Kim Brown, to approve payment of the bills for the month from the General Fund in the amount of $47,731.71.  MOTION approved unanimously.

MOTION by Marie Govannicci, Second by Jim Jones, to approve payment of the bills for the month from the Gas Fund in the amount of $1,081.25. MOTION approved unanimously.

Since there was no further business, the meeting was adjourned at 8:14 PM.
