David Waltz, Council President, opened the scheduled Work Session Meeting at 7:30 PM, in the Council Meeting Room, 212 Unity Terrace, Rutledge, PA.
After the salute to the flag, the following Council Members answered roll call: David Waltz, Marlaina Kloepfer, Marie Govannicci, Diane McGaughey

Borough Property/Building: Nothing to report.
Building– A resident gave up her apartment license, and now wants to rent the apartment. The policy has been that once the license is given up, it cannot be renewed. David Waltz and Solicitor Hunt will look into it.
Finance– Nothing to report.
Public Safety – No report.
Recreation – Marie Govannicci received three bids for mulch and infield work at the Triangle Park.
MOTION by Marie Govannicci, Second by Marlaina Kloepfer, to purchase 45 yards of mulch at a cost not to exceed $2,185.00, and have the infield of the ballfield worked on at a cost not to exceed $3,400.00, by J. Jansen Landscaping. Diane McGaughey questioned whether the infield work will be safe, and if the local President of the softball league knows about the work, and if the Borough has insurance to cover injuries. Ms. Govannicci explained that the Girls’s Club has insurance, and Marge Corcoran looked into the legality of the infield work. It is currently a baseball field, and the work will turn it into a softball field. Ms. Govannicci checked with the Borough’s Loss Control agent, and he said that the work is within the guidelines allowed for softball fields. MOTION approved with a YES majority, one NO vote (D. McGaughey)
Tree Commission – No report.
4th of July– Marie Govannicci reported that the Easter egg hunt will be on Sunday, March 29, 2015, 2 PM. There is no rain date. Ms. Govannicci reported that the Welcoming Committee gave out two baskets.
Streets : MOTION by David Waltz, Second by Diane McGaughey, to apply for County Aid for Road Repairs for 2015, in the amount of $1,485.00. MOTION approved unanimously.
David Waltz reported that he is working with Charles Catania on street resurfacing of a portion of Melrose Terrace.
Trash: Nothing to report.
Sewer: No report.
Communications – Marlaina Kloepfer stated that all of the MS4 Stormwater Management information that Catania Engineering Associates provided has been posted on the Borough website, as required. The Committee had a meeting last week. Rachel Sten of the Tree Commission attended the meeting and presented her idea of a website for the Tree Commission that is in line with the Borough’s website. Ken of the Committee will look into getting google accounts for Council Members. A page will be added for the Planning Commission to post its meeting minutes. A calendar for hall rentals will also be added.
Planning Commission – Marlaina Kloepfer reported that the Commission met this month and discussed the following:

Decks
Fire pits
Organized a rain barrel workshop on April 18, 2015- information to be sent out on the listserve
Mayor’s Report – Mayor Cunningham thanked everyone for participating in the Snow Jam. About 100 people attended. A resident questioned the Mayor about an email she sent regarding the basketball nets at the Triangle Park. She said that no one responded to her email.
Mayor Cunningham is organizing a Memorial Day Service on May 24, 2015, at 12PM or 1PM. Final information will be reported at a later date.
Solicitor’s Report – Solicitor Robert Hunt, Jr. Esq., reported that the Fire Co. applied for an appeal to the Zoning Hearing Board, and an appeal from the enforcement notice hearing on April 2, 2015. Solicitor Hunt will not be able to attend the April Work Session or the May 4, 2015 Council Meeting.
Old Business– No report.
New Business – MS4 Stormwater Management information needs to be posted on the bulletin board outside the Borough Office.
Charles Catania, Jr. attended a floodplain meeting given by FEMA. Solicitor Hunt will review the information to see if the Borough needs to pass a new ordinance.
